Privilege of Closing Debate <br /> After reasonable debate has been conducted, the Presiding Officer shall call for the <br /> question that will begin the voting procedure. <br /> E. Voting Policies <br /> 1. Presence for Vote <br /> a. Any member of the Council, once having answered the call of the roll or <br /> having been noted by the City Clerk as being present at a meeting, shall <br /> advise the Presiding Officer prior to leaving the Council Chambers for the <br /> remainder of a meeting. <br /> b. A member of the Council, once having answered the call of the roll or having <br /> been noted by the City Clerk as being present at a meeting, and not excused <br /> as herein provided, has an obligation to vote on each and every matter <br /> considered by the Council even though he or she may temporarily be absent <br /> from the Council Chambers. <br /> C. The vote on any matter being considered by the Council may be delayed by <br /> the Presiding Officer until all members of the Council who are present for a <br /> meeting and not excused as herein provided are present at the Council table. <br /> d. Notwithstanding other provisions of these policies, no Councilmember can be <br /> forced to vote. <br /> 2. Electronic Voting <br /> Any Councilmember may request the vote on an item be taken by activating <br /> individual voting switches; otherwise the Presiding Officer shall request a voice vote. <br /> When all members have voted electronically, the City Clerk shall display the votes <br /> simultaneously on the display panel. <br /> 4.
