SECTION VI (Continued) <br /> 4. Permitting Public Comment After a Motion <br /> a. After a motion has been made and seconded, the Presiding Officer may permit <br /> further public comment on the motion, provided no Councilinember objects. <br /> The purpose of this opportunity shall be for the public, including the <br /> applicant/appellant, to address matters specific to the motion, and not to <br /> restate prior testimony. <br /> b. After all such comment is heard, the Presiding Officer shall reclose the public <br /> comment opportunity and then follow the procedures in Section VI.B.3.b., <br /> above. <br /> VII. RULES OF DEBATE <br /> A. General <br /> The Presiding Officer shall request a motion. If a motion is made and seconded, all <br /> Councilmembers will have an opportunity to state an opinion on the motion. Once all <br /> Councilmembers who wish to be heard on the motion have spoken, the Presiding Officer <br /> shall call the question. <br /> B. Councilmembers/Presiding Officer Right To Debate <br /> Any Councilmember, including the Presiding Officer, may make, second, and debate <br /> motions. <br /> C. Types of Motions <br /> Motions shall be made and amended in accordance with Robert's Rules of Order. Generally, <br /> once a motion has been made and seconded, the Council may consider further motions to <br /> amend, substitute, postpone, or table the original motion. <br /> See appendix A for a description of the most commonly made further motions. <br /> D. Debate of Motions <br /> 1. Getting the Floor <br /> Every member desiring to speak on a motion that has been seconded shall address the <br /> Presiding Officer, and, upon recognition, shall confine him/herself to the question <br /> under debate, avoiding personalities and indecorous language. Once recognized, the <br /> Councilmember shall not be interrupted unless to call him/her to order, or as herein <br /> otherwise provided. <br /> 14 <br />
