SECTION IV (Continued)
K. City Council Attendance
A Councilmember must request the Mayor to issue an "excused absence" when he or she is
unable to attend or it will be noted in the minutes as an unexcused absence.
L. Oualification to Vote
Every Councilmember shall have the opportunity to vote on any issue, except that a
Councilmember who has a conflict of interest regarding a matter being considered by the
Council shall declare the conflict, refrain from participating in the Council's deliberations
and decision concerning that matter, and remove him/herself from the Chamber while the
matter is under consideration. A Councilmember so excusing him/herself shall not be
allowed to vote on such matter and shall not discuss the matter at any time with any other
Councilmember.
V. MEETING PROCEDURES
A. Call To Order
The Mayor or Vice Mayor shall call the meeting to order at the hour appointed. In the
absence of both, the meeting shall be called to order by the City Clerk and those
Councilmembers present shall proceed to elect a temporary Presiding Officer.
B. Preservation of Order
The Presiding Officer shall preserve order and decorum, shall prevent verbal attacks on
Councilmembers, staff, and/or citizens, and shall confine debate to the item under discussion.
Councilmembers shall not delay or interrupt the proceedings nor disturb another
Councilmember while speaking.
C. Speaker Cards
All speakers are requested to complete a speaker card and to submit the card to the City
Clerk prior to the item being heard, showing the speaker's name, address, telephone number,
and agenda item. This information shall be used to ensure accuracy of minutes, and will not
be retained after the minutes have been approved by the Council.
D. Disorderly Conduct
Any person whose conduct disrupts the Council meeting or its orderly consideration of the
public's business may be barred from the meeting by the Presiding Officer, unless permission
to continue is granted by a majority vote of the Council.
The Chief of Police or his or her representative shall, at the direction of the Presiding
Officer, enforce these provisions.
10 I
