SECTION IV (Continued) <br /> K. City Council Attendance <br /> A Councilmember must request the Mayor to issue an "excused absence" when he or she is <br /> unable to attend or it will be noted in the minutes as an unexcused absence. <br /> L. Oualification to Vote <br /> Every Councilmember shall have the opportunity to vote on any issue, except that a <br /> Councilmember who has a conflict of interest regarding a matter being considered by the <br /> Council shall declare the conflict, refrain from participating in the Council's deliberations <br /> and decision concerning that matter, and remove him/herself from the Chamber while the <br /> matter is under consideration. A Councilmember so excusing him/herself shall not be <br /> allowed to vote on such matter and shall not discuss the matter at any time with any other <br /> Councilmember. <br /> V. MEETING PROCEDURES <br /> A. Call To Order <br /> The Mayor or Vice Mayor shall call the meeting to order at the hour appointed. In the <br /> absence of both, the meeting shall be called to order by the City Clerk and those <br /> Councilmembers present shall proceed to elect a temporary Presiding Officer. <br /> B. Preservation of Order <br /> The Presiding Officer shall preserve order and decorum, shall prevent verbal attacks on <br /> Councilmembers, staff, and/or citizens, and shall confine debate to the item under discussion. <br /> Councilmembers shall not delay or interrupt the proceedings nor disturb another <br /> Councilmember while speaking. <br /> C. Speaker Cards <br /> All speakers are requested to complete a speaker card and to submit the card to the City <br /> Clerk prior to the item being heard, showing the speaker's name, address, telephone number, <br /> and agenda item. This information shall be used to ensure accuracy of minutes, and will not <br /> be retained after the minutes have been approved by the Council. <br /> D. Disorderly Conduct <br /> Any person whose conduct disrupts the Council meeting or its orderly consideration of the <br /> public's business may be barred from the meeting by the Presiding Officer, unless permission <br /> to continue is granted by a majority vote of the Council. <br /> The Chief of Police or his or her representative shall, at the direction of the Presiding <br /> Officer, enforce these provisions. <br /> 10 I <br />
