SECTION IV (Continued) <br /> D. Rules of Order <br /> Except in cases of conflict with these policies, Robert's Rules of Order shall govern the <br /> proceedings of this Council. <br /> E. City Manager <br /> The City Manager shall attend all meetings of the Council as set forth in Pleasanton <br /> Municipal Code Section 2.08.130, and in the City Manager's absence, the Assistant City <br /> Manager shall substitute. The City Manager may make recommendations and shall have the <br /> right to take part in all discussions of the Council, but shall have no vote. <br /> F. City Attorney <br /> The City Attorney shall attend all meetings of the Council unless excused, and in the City <br /> Attorney's absence, the Assistant City Attorney shall substitute. The City Attorney, upon <br /> request, shall give opinions, either written or oral, on questions of law and shall act as the <br /> Council's parliamentarian. The City Attorney may make recommendations and shall have <br /> the right to take part in all discussions of the Council, but shall have no vote. <br /> t G. Police Chief <br /> The City Manager shall consider whether the Police Chief or a representative from the police <br /> department should attend a meeting of the Council. The Police Chief(or the representative) <br /> shall serve as the Sergeant at Arms and, at the direction of the Presiding Officer, maintain <br /> order. <br /> H. City Clerk <br /> i <br /> The City Clerk shall attend all meetings of the Council unless excused, and in the City <br /> 1, Clerk's absence, the City Manager shall designate a substitute. The City Clerk shall record, <br /> r, prepare and maintain the minutes of the Council and perform other related duties. <br /> I. Department Heads/Employees <br /> Department Heads and other employees, as directed by the City Manager, shall attend <br /> nd Council meetings. <br /> J• Ouorum <br /> Three members of the Council shall constitute a quorum necessary to transact business.
