SECTION III (Continued) <br /> 3. Audio and Video Tape Recordings of Meetings <br /> It is the policy of the City Council to record its regular meetings on audio cassette <br /> and video tape. <br /> a. Not official records <br /> The audio and video tapes of the Council meetings are not the official record <br /> of those meetings. The approved minutes constitute the only official record. <br /> b. Maintenance of Audio Tapes <br /> Audio tapes shall be maintained in the City Clerk's office for 5 years. Tapes <br /> may be reviewed (i.e., listened to) at the City Clerk's office. The City is not <br /> required to provide verbatim transcripts of any audio tape or to make copies <br /> thereof. <br /> C. Maintenance of Video Lanes <br /> The City Clerk shall maintain video tapes of the City Council meetings for 2 <br /> years and any member may inspect such tape without charge. The City is not <br /> required to make a copy of the video tape without charge. <br /> IV. MEETING ORDER & ATTENDANCE <br /> A. Presiding Officer <br /> The Mayor, if present, shall preside. In the Mayor's absence, the Vice-Mayor shall preside. <br /> In the absence of both, the Councilmembers present shall select a Presiding Officer. <br /> The Presiding Officer shall preserve order and decorum at all meetings of the Council, <br /> announce the decisions on all subjects and decide all questions of order, subject, however, <br /> to an appeal from Councilmembers. <br /> B. Right of Floor <br /> Any Councilmember desiring to speak shall first be recognized by the Presiding Officer and <br /> shall confine any remarks to the subject under consideration. <br /> C. Personal Privilege <br /> The right of a Councilmember to address the Council on a question of personal privilege <br /> shall be limited to cases in which the integrity, character, or motives of the Councilmember <br /> are in question, or to where the welfare of the Council is concerned. The Councilmember <br /> may not interrupt the speaker, however, until recognized by the Presiding Officer. <br /> 8 <br />
