Joint Meetings <br /> Joint meetings with outside governing bodies such as the School Board, or with <br /> City boards or commissions, may be called or authorized by the Mayor or by a <br /> majority of the Council. <br /> C. Meetings Open to the Public <br /> 1. All meetings, except closed session meetings as permitted by law and defined <br /> herein, will be open to the public in accordance with the Brown Act. This policy <br /> also applies to meetings of standing committees of the City Council and of the <br /> City's advisory boards and commissions, even though such committees are less <br /> than a quorum of the Council, board or commission. <br /> 2. During the "Meeting Open to the Public" portion of the agenda, no action or <br /> discussion shall be taken on any matter except that the Council may briefly <br /> respond to such statements, may ask a question for clarification, provide a <br /> reference to staff for factual information, or request staff to report back at a <br /> subsequent meeting. <br /> D. Media Attendance <br /> All meetings that are open to the public shall be open to the media, and may be recorded <br /> by tape, radio, television, or photography, provided such recordings do not interfere with <br /> orderly conduct of the meetings. <br /> III. AGENDA FOR COUNCIL MEETINGS <br /> A. General <br /> Each City Council meeting shall be in accordance with a written agenda. <br /> B. Setting of Agenda <br /> 1. The City Manager with input from the Mayor shall prepare the agenda. <br /> 2. A member of the public may request an item to be scheduled on the agenda as <br /> follows: <br /> a. Whenever possible, items requested by the public to be scheduled for the <br /> agenda shall be in writing. Requests must state the subject of the request, <br /> who is making the request, what decision is being requested of the Council <br /> and any cost associated with the request. <br /> 4 <br /> �I <br /> � I <br />
