Written requests must be received by the City Clerk no later than 5:00 .-. <br /> p.m. 18 days prior to the date of the regularly scheduled Council meeting. <br /> C, The City Manager shall determine the completeness of the request prior <br /> to scheduling. The City Manager shall determine if any staff work is <br /> necessary prior to scheduling. The City Clerk shall notify the requestor <br /> of the date on which the item will be discussed and/or the reasons for not <br /> scheduling the item. <br /> 3. A Councilmember may place an item on the agenda as provided in Section <br /> III.D.5. <br /> } <br /> C. Order of Agenda Items <br /> Regular City Council meetings shall begin at 7:00 p.m., and include each of the following <br /> items, in order: <br /> 1. Call to Order and Pledge to Flag 6. Public Hearings and Other Matters <br /> 2. Roll Call 7. Matters Initiated by Council <br /> 3. Agenda Amendments 8. City Council Calendar <br /> 4. Consent Calendar 9. Closed Session <br /> S. Meeting Open to the Public 10. Adjournment <br /> D. Format of Agenda <br /> The agenda for regular meetings shall include, at a minimum, the following sections: <br /> 1. Call to Order and Pledge of Allegiance <br /> The Mayor or Presiding Officer shall call the meeting to order at the designated date <br /> and time specified on the agenda. <br /> The Council shall assign, on a rotating basis, a member(excluding the Mayor) to lead <br /> the Pledge of Allegiance. Following the Pledge, the assigned Councilmember may <br /> then make remarks (e.g., commendations, quotations, dedications), appropriate for <br /> opening the public meeting, not to exceed three minutes. <br /> i <br /> 2. Meeting QRen to the Public <br /> a. During the "Meeting Open to the Public" portion of a Council meeting, any <br /> person may address the Council provided that the item (1) is of interest to the <br /> public and is within the subject matter jurisdiction of the Council and (2) is <br /> not otherwise on the agenda. <br /> 5 <br />
