SECTION III (Continued) b. Written requests must be received by the City Clerk no later than 5:00 .-. p.m. 18 days prior to the date of the regularly scheduled Council meeting. C, The City Manager shall determine the completeness of the request prior to scheduling. The City Manager shall determine if any staff work is necessary prior to scheduling. The City Clerk shall notify the requestor of the date on which the item will be discussed and/or the reasons for not scheduling the item. 3. A Councilmember may place an item on the agenda as provided in Section III.D.5. } C. Order of Agenda Items Regular City Council meetings shall begin at 7:00 p.m., and include each of the following items, in order: 1. Call to Order and Pledge to Flag 6. Public Hearings and Other Matters 2. Roll Call 7. Matters Initiated by Council 3. Agenda Amendments 8. City Council Calendar 4. Consent Calendar 9. Closed Session S. Meeting Open to the Public 10. Adjournment D. Format of Agenda The agenda for regular meetings shall include, at a minimum, the following sections: 1. Call to Order and Pledge of Allegiance The Mayor or Presiding Officer shall call the meeting to order at the designated date and time specified on the agenda. The Council shall assign, on a rotating basis, a member(excluding the Mayor) to lead the Pledge of Allegiance. Following the Pledge, the assigned Councilmember may then make remarks (e.g., commendations, quotations, dedications), appropriate for opening the public meeting, not to exceed three minutes. i 2. Meeting QRen to the Public a. During the "Meeting Open to the Public" portion of a Council meeting, any person may address the Council provided that the item (1) is of interest to the public and is within the subject matter jurisdiction of the Council and (2) is not otherwise on the agenda. 5
