Emergency Water Supply
Independent of the above approaches, the City's wells also serve as emergency backup
water supply in instances of impending water shortage such as limited or no water
deliveries from the State Water Project and/or Zone 7. In the unlikely event this type of
emergency occurs, staff recommends allowing the use of Wells 5 and 6 as a backup
water supply. Staff would immediately notify the City Manager under this scenario.
CONCLUSION
Staff is presenting a recommended approach as a reasonable near-term option for the
City Council's consideration to encourage continued water conservation during the
summer months (June-October), use Wells 5 and 6 as necessary to meet maximum
demand periods, and evaluate approach based on results of second (and future)
quarterly test results.
Alternatively, the City Council can choose to keep the City's wells out of operation
during the upcoming 2023 summer season (June-October) without significantly
impacting the reliability of water distribution during maximum day demands by requiring
mandatory conservation. If the City Council chooses this alternative approach, the City
Council can adopt a resolution declaring a water shortage due to infrastructure
limitations, mandating 15 percent reduction in water usage as compared to 2020,
activating Stage 2 Water Shortage Rates, and applying excess use penalties if needed.
Submitted by: Fiscal Review: Approved by:
Tamara Baptista Susan Hsieh Gerry Beaudin
Director of Operations Finance Director City Manager
And Water Utilities
Attachment:
1.
