Zone 7's pipelines throughout the city known as turnouts. However, during maximum <br /> demand days the increase in the amount of water anticipated through turnouts creates <br /> distribution concerns. To address this, a water shortage declaration would be made per <br /> Municipal Code sections 9.30.060 and 14.04.030.6, and per the City's Water Shortage <br /> Contingency Plan (WSCP) which describes the City's strategic plan in response to <br /> water shortages. <br /> Mandate water conservation <br /> Conservation messaging to City water customers would note that despite improved <br /> drought conditions the City is experiencing infrastructure limitations that reduce the <br /> amount of water available to the distribution system. Staff is developing a conservation <br /> communications campaign that will use both direct and indirect messaging including <br /> press release(s) and media stories, electronic and print newsletters, expanded social <br /> media (e.g., existing conservation tips (#TipTuesday), rebate programs, demonstration <br /> activities and events, and calls to action/weekly conservation challenge posts), <br /> informational fliers/FAQs, and informational signage at City properties that have been <br /> converted to low-water-usage landscaping. <br /> Activate Stage 2 Water Shortage Rates <br /> Drought/Water Shortage Rates are intended to help keep the City's water utility <br /> financially sustainable during a drought or water shortage emergency by offsetting the <br /> revenue impacts of decreased consumption (e.g., due to mandatory conservation) while <br /> also providing an additional incentive to conserve water and discourage wasteful or <br /> inefficient water use through pricing. Drought/Water Shortage Rates are in addition to <br /> the City's regular water rate fees. Stage 2 Drought Rates ranges between $0.62 to <br /> $0.65 and are in addition to the City's regular volumetric water rate fee schedule as <br /> outlined in the City's Master Fee Schedule. <br /> Implementation of the Stage 2 Water Shortage Rates would be effective on June 1, <br /> 2023, with any revenues from the drought rates collected in FY 2023/24 as they would <br /> be applied after a customer's full bi-monthly billing cycle begins on or after June 1, <br /> 2023. For example, for water usage between June 1, 2023, to July 30, 2023, the <br /> customer would be billed in August 2023 and would then be subject to the Stage 2 <br /> Water Shortage Rates. <br /> Apply excess use penalties <br /> Per Municipal Code 9.30, Excess Use Penalties can be imposed on customers during <br /> periods of water shortage for exceeding a defined water allocation. The goal of <br /> imposing an excess use penalty is to recover the costs of administering the <br /> enforcement of mandatory water conservation levels. There are limits to how the excess <br /> use penalty fee revenue may be spent. Excess use penalties cannot be used to offset <br /> water sales revenue, but rather are to be used to offset staff costs to find violators and <br /> to inform the public about water conservation limits. <br /> Page 5 of 6 <br />
