49 | City of Pleasanton 2023-2031 Housing Element <br />Policy 4.2 <br />Ensure that adequate infrastructure is available to support future planned residential growth. <br /> <br />Policy 4.3 <br />Update City codes, policies and regulations, or the implementation thereof, as needed to comply <br />with state law and remove governmental constraints to housing production. <br /> <br />Programs <br />Program 4.1 <br />As required by state law, the City will review the status of Housing Element programs by April of <br />each year and deliver the review on the form required by the State Department of Housing and <br />Community Development. Various Housing Element programs will result in amendments to the <br />Zoning Ordinance and other regulatory changes to facilitate the production of housing (e.g., <br />Programs 5.6). <br /> Responsible Agency: Housing Division, Planning Division <br /> Time Period: Annually (by April 1 of each year) <br /> Funding Source: Planning Division Budget, Housing Division Budget <br /> <br />Program 4.2 <br />Develop objective design standards for multi-family and mixed-use development to eliminate <br />subjectivity, consistent with state law including SB 35 and SB 330. This effort will evaluate and <br />address subjective standards and findings required for approval in the Zoning Ordinance and the <br />City’s Design Guidelines, including in multi-family and mixed-use districts both within and outside <br />the Downtown. The Housing Site Development Standards and Design Guidelines will also be <br />reviewed, revised, and integrated such that they reflect objective design standards. The purpose <br />of these standards is to expedite the approval process for such projects and support the City in <br />meeting its housing goals, while ensuring projects are attractive, well-designed, and provide <br />adequate amenities and livability for residents. As part of this process, engage with experts in the <br />field, and with property owners and developers to ensure that standards will result in financially <br />and physically feasible projects that can achieve the densities assigned to various properties. <br /> Responsible Agency: Planning Division <br /> Time Period: February 2023 <br /> Funding Source: Planning Division Budget, Housing Grants <br /> <br />
