Draft Resolution recommending the City Council adopt the <br />modified Housing Element <br />Attachment 1- Land Use Element Modification <br />Attachment 2- Housing Element Document Redlined- online <br />only <br /> <br />STAFF RECOMMENDATION <br />Staff recommends that the Planning Commission: <br />1. Adopt a resolution recommending the City Council adopt a General Plan <br />amendment to amend the adopted Land Use Element and 2023-2031 (6th Cycle) <br />Housing Element in response to HCD comments. <br /> <br />EXECUTIVE SUMMARY <br />The City’s 2023-2031 (6th Cycle) Housing Element was adopted by City Council on <br />January 26, 2023. The City submitted the adopted document to the California <br />Department of Housing and Community Development (HCD) for certification on <br />February 14, 2023. On April 10, 2023, the City received a comment letter from HCD <br />requesting additional modifications to the document. Staff has drafted modifications in <br />response to HCD comments that include, among others, adjustments to program <br />language, additional data points and clarifying background information around various <br />topics, refinements to implementation timelines. While most of the changes are non- <br />substantive, a proposed change would modify the City’s existing policy with respect to <br />the planned unit development (PUD) process for residential projects, as described <br />further below. Staff requests the Planning Commission’s review of the proposed <br />modifications and to provide a recommendation to City Council for adoption.
