F-24 | City of Pleasanton Affirmatively Furthering Fair Housing <br />Figure F-11: Racially/Ethnically Concentrated Areas of Poverty (2009 – 2013) <br /> <br />Source: HCD AFFH Geospatial Data <br /> <br />Racially or Ethnically Concentrated Areas of Affluence (RCAAs) <br />Racially or Ethnically Concentrated Areas of Affluence (RCAAs) are neighborhoods in which there <br />are both high concentrations of non-Hispanic White households and high household income rates. <br />Based on research from the University of Minnesota Humphrey School of Public Affairs, RCAAs <br />were defined as census tracts where 80 percent or more of the population is White, and the median <br />household income is $125,000 or greater (which is slightly more than double the national median <br />household income in 2016). HCD has developed a new version of the RCAA metric to more closely <br />reflect California’s higher levels of diversity and regional conditions. <br />RCAA areas in Pleasanton as defined by HCD geospatial data are presented in Figure F-12. HCD <br />developed the RCAA geographical areas by calculating a Location Quotient (LQ) for each <br />California census tract using data from the 2015 to 2019 ACS.
