HUD defines R/ECAPs as census tracts with <br />a majority non-White population (50 percent or more) and a poverty rate that exceeds 40 percent <br />or is three times the average poverty rate for the county, whichever is lower. <br />R/ECAPs may indicate the presence of disadvantaged households facing housing insecurity and <br />need. They identify areas whose residents may have faced historical discrimination and who <br />continue to experience economic hardship, furthering entrenched inequities in these communities. <br />According to Figure F-11, there are no R/ECAPs in Pleasanton or in the surrounding area.
