<br />2023-2031 Housing Element City of Pleasanton | 16 <br />Planning for Healthy Communities Act) requires the preparation of an environmental justice <br />element when more than two General Plan elements are updated (e.g., Housing Element and <br />Safety Element), and the jurisdiction contains a disadvantaged community. Since Pleasanton <br />does not contain a disadvantaged community, an environmental justice element is not required. <br />1.G Other Statutory Requirements <br />Water and Sewer Priority <br />Government Code §65589.7 requires each public agency or private entity providing water or <br />sewer services to grant a priority for the provision of these services to proposed developments <br />that include lower-income housing units. In Pleasanton, water and sewer services are generally <br />provided by the City of Pleasanton Operations Services Department’s Utilities Division. The City <br />has not denied, applied conditions, or reduced the amount of sewer service for a development <br />that includes housing affordable to lower-income households. As part of this Housing Element, <br />the City will adopt written policies and procedures that grant a priority for sewer connections and <br />service to developments that help meet Pleasanton’s share of the regional need for lower-income <br />housing (see Program 4.4). <br />Government Code §65589.7 also requires the adopted Housing Element to be immediately <br />delivered to all public agencies or private entities that provide water or sewer services for <br />municipal and industrial uses, including residential. As stated above, the City generally provides <br />water and sewer services; however, some parts of the City’s water system are operated by Zone <br />7 Water Agency and sewer system by Dublin San Ramon Services District. Therefore, the City <br />will immediately deliver the Housing Element to said agencies upon adoption, consistent with <br />state law. <br /> <br />
