Additionally, City programs offer resources and funding toward extremely low- <br />income households needs (e.g., Housing & Human Services Grants Program, Lower Income <br />Housing Fund, and Housing Rehabilitation Program). Section 8 Housing Choice Vouchers <br />administered by the Housing Authority of the County of Alameda also provide financial assistance <br />for extremely low-income households to afford housing. <br />Residents Living Below the Poverty Level <br />The Federal Poverty Level is an estimate of the minimum annual income a household would need <br />to pay for essentials, such as food, housing, clothes, and transportation. This level considers the <br />number of people in a household, their income, and the state in which they live. In Pleasanton, <br />4.3 percent of the total population (3,520 people) experience poverty, which is about half the rate <br />of Alameda County residents (9.9 percent). <br />Table A-9: Poverty Status <br /> Pleasanton Alameda County <br />% of Population Below Poverty Level 4.3% 9.9% <br />Source: ACS 5-year estimates (2019), S1701 <br /> <br />As mentioned above, female-headed households with children experience poverty at a <br />disproportionate rate than those without children or the overall population, with 16.6 percent of <br />female-headed households with children living below the Federal Poverty Level in Pleasanton <br />(see Figure A-22). <br />Currently, people of color are more likely to experience poverty and financial instability as a result <br />of federal and local housing policies that have historically excluded them from the same <br />opportunities extended to White residents. These economic disparities also leave communities of <br />color at higher risk for housing insecurity, displacement or homelessness. In Pleasanton, Black <br />or African American (Hispanic and Non-Hispanic) residents experience the highest rates of <br />poverty, followed by Other Race or Multiple Races (Hispanic and Non-Hispanic) residents (see <br />Figure A-24). <br />
