Adopted ODS for Housing Element Sites, dated January 26, 2023 STAFF RECOMMENDATION Staff recommends that the Planning Commission review, consider, and provide a recommendation for modifications to the Objective Design Standards (ODS) for the Housing Element Sites. EXECUTIVE SUMMARY On January 26, 2023, the City Council, with consideration of the recommendation of the Planning Commission, adopted two sets of ODS for residential development: (1) ODS for sites identified in the Housing Element; and (2) ODS for smaller infill development in multifamily zoning districts, located principally downtown and limited areas outside of downtown. The adoption of the ODS coincided with the adoption of the 6th Cycle Housing Element. During the review process of the ODS, the City received comments from local developers and architects regarding the proposed standards and how they relate to existing developments in Pleasanton. In response to these comments, staff and the professional services team made modifications to the ODS in an attempt to satisfy the concerns of the commenting parties but uphold the standards where they would result in a better-quality project while maintaining project feasibility. Due to the technical nature of the ODS, the volume of comments, and the adoption deadline for the Housing Element, staff at the ODS adoption hearing indicated that some of the adjustments made in response to public comment warrant further review subsequent to adoption.
