Adopted ODS for Housing Element Sites, dated January <br />26, 2023 <br /> <br /> <br />STAFF RECOMMENDATION <br />Staff recommends that the Planning Commission review, consider, and provide a <br />recommendation for modifications to the Objective Design Standards (ODS) for the <br />Housing Element Sites. <br />EXECUTIVE SUMMARY <br />On January 26, 2023, the City Council, with consideration of the recommendation of the <br />Planning Commission, adopted two sets of ODS for residential development: (1) ODS for <br />sites identified in the Housing Element; and (2) ODS for smaller infill development in <br />multifamily zoning districts, located principally downtown and limited areas outside of <br />downtown. The adoption of the ODS coincided with the adoption of the 6th Cycle Housing <br />Element. <br /> <br />During the review process of the ODS, the City received comments from local developers <br />and architects regarding the proposed standards and how they relate to existing <br />developments in Pleasanton. In response to these comments, staff and the professional <br />services team made modifications to the ODS in an attempt to satisfy the concerns of the <br />commenting parties but uphold the standards where they would result in a better-quality <br />project while maintaining project feasibility. Due to the technical nature of the ODS, the <br />volume of comments, and the adoption deadline for the Housing Element, staff at the ODS <br />adoption hearing indicated that some of the adjustments made in response to public <br />comment warrant further review subsequent to adoption.
