RESOLUTION NO. PC-2023-07 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF PLEASANTON RECOMMENDING REFINEMENT OF OBJECTIVE DESIGN STANDARDS FOR HOUSING SITES (CASE NO. P20-0989) ADOPTED BY CITY COUNCIL RESOLUTION NO. 23-1360 WHEREAS, on January 26, 2023, the City Council adopted Objective Design Standards for Qualifying Housing Developments (Case No. P20-0989) by Resolution No. 23-1360 (the Objective Design Standards); and WHEREAS, in response to public comment and upon further consideration of the adopted standards, the City proposes to make modifications to the Objective Design Standards for Housing Sites, which were Exhibit A to Resolution No. 23-1360, in the interest of providing clearer language and graphics, amended standards to better align with the Pleasanton Municipal Code, and corrections to erroneous text; and WHEREAS, no changes are proposed for the Objective Design Standards for Multifamily Housing in the R-M, C-C, and M-U Zoning Districts, which were Exhibit B to Resolution No. 23-1360; and WHEREAS, on April 12, 2023, the Planning Commission held a duly noticed public hearing and considered the written agenda report, relevant exhibits, recommendations of City staff, and received testimony from interested parties regarding these modifications to the Objective Design Standards for Housing Sites to City Council. NOW, THEREFORE BE IT RESOLVED by the Planning Commission of the City of Pleasanton, based on the entire record of proceedings, including the oral and written staff reports and all public comment and testimony: Section 1: The Planning Commission recommends that the City Council find the modifications to the Objective Design Standards to the Standards for Housing Sites would implement and be consistent with the goals and policies of the 2023-2031 (6th Cycle) Housing Element Update Environmental Impact Report (State Clearinghouse No. 2022040091) certified by the City Council on January 26, 2023 by Resolution No. 23-1357. Section 2: The Planning Commission hereby recommends that the City Council adopt the Objective Design Standards for Housing Sites, attached as Attachment 1 to this resolution to replace the Objective Design Standards for Housing Sites which were Exhibit A to Resolution No. 23-1360. Section 3: This resolution shall become effective immediately upon its adoption.
