Pursuant to CEQA Guidelines Section 15162, subd. (a)(2), this column indicates whether there have been substantial changes with respect to the circumstances under which the project is undertaken that will require major revisions to the previous EIR due to the involvement of new significant environmental effects or a substantial increase in the severity of previously identified significant effects. (5) New Information Requiring New Analysis or Verification? Pursuant to CEQA Guidelines Section 15162, subd. (a)(3)(A-D), this column indicates whether new information of substantial importance, which was not known and could not have been known with the exercise of reasonable diligence at the time the previous EIR was adopted, shows any of the following: (A) The project will have one or more significant effects not discussed in the previous EIR or negative declaration; (B) Significant effects previously examined will be substantially more severe than shown in the previous EIR; (C) Mitigation measures or alternatives previously found not to be feasible would in fact be feasible, and would substantially reduce one or more significant effects of the project, but the project proponents decline to adopt the mitigation measure or alternative; or (D) Mitigation measures or alternatives which are considerably different from those analyzed in the previous EIR would substantially reduce one or more significant effects on the environment, but the project proponents decline to adopt the mitigation measure or alternative. If the additional analysis completed as part of this environmental review were to find that the conclusions of the previous EIR remain the same and no new significant impacts are identified, or identified impacts are not found to be substantially more severe, or additional mitigation is not necessary, then the question would be answered “no” and no additional environmental document would be required. (6) Mitigation Measures Implemented or Address Impacts Pursuant to CEQA Guidelines Sections 15162, subd. (a)(3) and 15183, this column indicates whether the previous EIR provides mitigation measures to address effects in the related impact category. To the extent that mitigation measures in the MMRP prepared for the Prior EIR have not already been implemented and remain applicable to the proposed project, those applicable mitigation measures are listed in each topical section. Accordingly, only the mitigation measures that are applicable to the proposed project are listed in this Checklist/Addendum. The MMRP prepared for the Prior EIR remains in effect. To facilitate implementation of applicable mitigation measures, a project-specific MMRP will be prepared, identifying the relevant Prior EIR mitigation measures.
