(a)(2), this column indicates whether <br />there have been substantial changes with respect to the circumstances under which the <br />project is undertaken that will require major revisions to the previous EIR due to the <br />involvement of new significant environmental effects or a substantial increase in the severity <br />of previously identified significant effects. <br />(5) New Information Requiring New Analysis or Verification? <br />Pursuant to CEQA Guidelines Section 15162, subd. (a)(3)(A-D), this column indicates whether <br />new information of substantial importance, which was not known and could not have been <br />known with the exercise of reasonable diligence at the time the previous EIR was adopted, <br />shows any of the following: <br />(A) The project will have one or more significant effects not discussed in the previous EIR or <br />negative declaration; <br />(B) Significant effects previously examined will be substantially more severe than shown in <br />the previous EIR; <br />(C) Mitigation measures or alternatives previously found not to be feasible would in fact be <br />feasible, and would substantially reduce one or more significant effects of the project, <br />but the project proponents decline to adopt the mitigation measure or alternative; or <br />(D) Mitigation measures or alternatives which are considerably different from those <br />analyzed in the previous EIR would substantially reduce one or more significant effects <br />on the environment, but the project proponents decline to adopt the mitigation <br />measure or alternative. <br /> <br />If the additional analysis completed as part of this environmental review were to find that <br />the conclusions of the previous EIR remain the same and no new significant impacts are <br />identified, or identified impacts are not found to be substantially more severe, or additional <br />mitigation is not necessary, then the question would be answered “no” and no additional <br />environmental document would be required. <br />(6) Mitigation Measures Implemented or Address Impacts <br />Pursuant to CEQA Guidelines Sections 15162, subd. (a)(3) and 15183, this column indicates <br />whether the previous EIR provides mitigation measures to address effects in the related <br />impact category. To the extent that mitigation measures in the MMRP prepared for the Prior <br />EIR have not already been implemented and remain applicable to the proposed project, <br />those applicable mitigation measures are listed in each topical section. Accordingly, only the <br />mitigation measures that are applicable to the proposed project are listed in this <br />Checklist/Addendum. The MMRP prepared for the Prior EIR remains in effect. To facilitate <br />implementation of applicable mitigation measures, a project-specific MMRP will be <br />prepared, identifying the relevant Prior EIR mitigation measures.
