EXHIBIT A <br /> (b) When an owner has requested a further administrative hearing by the City's hearing <br /> officer (the "administrative hearing") following police administrative review, owner's request <br /> for a specific payment alternative shall be: <br /> 1. Submitted in writing to the City Clerk's Office within 21 calendar days from the date of <br /> police administrative review decision (also known as Administrative Review Results); <br /> 2. Requested during the administrative hearing; or <br /> 3. Submitted in writing to the City Clerk's Office within 10 calendar days from the date of <br /> the Decision of Hearing Officer. <br /> B. Authorized Person to Approve Payment Alternative. When an owner makes a timely request <br /> for a payment alternative, the following person(s) are authorized to approve, approve in part, or <br /> deny' the request (the "authorized person"): <br /> 1. The Chief of Police or designee for a waiver, reduction or community service made <br /> before or after the police administrative review as provided in Section Aja), above; or <br /> 2. The hearing officer for a waiver, reduction or community service made before, during <br /> or after the administrative hearing as provided in Section A.(b), above; or <br /> 3. The Finance Director or designee for a deferment. <br /> If a payment alternative is denied, or if owner does not accept the terms of the approval, owner <br /> shall promptly pay parking citation penalty in full as required by state law or the Pleasanton <br /> Municipal Code within 21 calendar days of the decision of the authorized person. <br /> C. Financial Hardship Qualifications for Waiver or Reduction. A request to waive or reduce a <br /> parking citation penalty may be approved by the authorized person if the owner provides <br /> documentation demonstrating financial hardship to the reasonable satisfaction of the Finance <br /> Director or designee based on owner receiving public benefits from any of the following <br /> programs"' ("financial hardship"): <br /> • Supplemental Security Income (SSI) and State Supplementary Payment (SSP) <br /> • California Work Opportunity and Responsibility to Kids Act (CaIWORKs) or a federal <br /> Tribal Temporary Assistance for Needy Families (Tribal TANF) grant program <br /> • Supplemental Nutrition Assistance Program or the California Food Assistance Program <br /> • County Relief, General Relief(GR), or General Assistance (GA) <br /> • Cash Assistance Program for Aged, Blind, and Disabled Legal Immigrants (CAPI) <br /> • In-Home Supportive Services (IHSS) <br /> • Medi-Cal <br /> • California Special Supplemental Nutrition Program for Women, Infants, and Children <br /> (WIC Program) <br /> 1 For example, if an owner has requested a complete waiver of a $100 parking citation penalty, the <br /> authorized person has the discretion to approve a complete waiver, approve in part and grant a partial <br /> waiver (i.e., reduce penalty to $25), or deny the request entirely. <br /> 2 <br />
