EXHIBIT A <br /> THE CITY OF <br /> HI ,I"- .- :N:rl� Approved by City Council on March 21, 2023 <br /> PLEASANTON. <br /> Policy: Payment Alternatives for Parking Citation Penalties <br /> PURPOSE <br /> The purpose of this policy is to: (1) guide City staff and hearing officers when they receive <br /> requests to: waive; reduce; defer; allow for a payment plan; or permit community service in lieu <br /> of the payment of a parking citation penalty; (2) set forth parameters for Finance Department <br /> staff to verify financial hardship qualifications. <br /> POLICY <br /> In recognition of the financial hardship some face when they receive a parking citation, balanced <br /> with the need for orderly parking to promote public safety, this policy provides for payment <br /> alternatives for parking citation penalties as allowed by the California Vehicle Code'. <br /> RESPONSIBILITIES <br /> The City's Chief of Police or designee, administrative hearing officer, and Finance Director or <br /> designee, are responsible for implementing this policy. <br /> PROCEDURES <br /> After a registered owner, driver, rentee or lessee of a vehicle" (collectively the "owner") receives <br /> a citation from the Pleasanton Police Department for a violation of the California Vehicle Code, <br /> other state law or the Pleasanton Municipal Code regarding the parking of the vehicle (a <br /> "parking citation"), that owner may request one of the following: <br /> 1. Waiver or reduction of the parking citation penalty; <br /> 2. Defer the parking citation penalty; or <br /> 3. Community Service in lieu of payment of parking citation penalty. <br /> (collectively a "payment alternative"). <br /> A. Timing for Owner to Request Payment Alternative. Owner shall specify which payment <br /> alternative owner seeks within the following deadline(s): <br /> (a) When an owner has requested that the Pleasanton Police Department conduct an <br /> administrative review of the parking citation (the "police administrative review"), owner's <br /> request for a specific payment alternative shall be: <br /> 1. Submitted in writing to the Pleasanton Police Department within 21 calendar days <br /> from the date of parking citation issuance; or <br /> 2. Submitted in writing to Pleasanton Police Department within 21 calendar days from <br /> the date of the police administrative review decision (also known as Administrative <br /> Review Results) if owner is not pursuing further administrative hearing. <br /> 1 <br />
