EXHIBIT A <br /> Unemployment compensation <br /> Note: Owner's demonstration of financial hardship does not automatically approve owner's <br /> request for waiver or reduction. Authorized person still has discretion to approve, approve in <br /> part, or deny. <br /> 1. Qualifications to Defer Payment. When an owner makes a timely request for a payment <br /> alternative which involves a deferment, the Finance Director or designee shall approve the <br /> deferment request if the owner provides documentation demonstrating financial hardship to the <br /> reasonable satisfaction of the Finance Director or designee. <br /> If the owner is unable to demonstrate financial hardship, the Finance Director or designee still <br /> has the discretion to approve a deferment. The Finance Director or designee has the absolute <br /> discretion to set a deferred payment date. This may include a requirement that owner shall pay <br /> the partial administrative cost of 10% for such deferment. <br /> 2. Qualifications for Community Service In Lieu of Payment. A request to perform <br /> community service in lieu of payment of a parking citation penalty may be approved in the <br /> absolute discretion of the authorized person. Ability to pay, age, circumstances of the parking <br /> violation, and other factors may be considered by the authorized person. <br /> The authorized person has absolute discretion in determining the number of hours, type of <br /> community service, deadline for completing community service, and other requirements to be <br /> fulfilled in lieu of payment. The authorized person may also require owner to pay the partial <br /> administrative cost of 10% for such community service in lieu of payment. <br /> Limitations on Approval of Payment Alternatives. Any approval of a payment alternative shall be <br /> subject to the reasonable discretion of the authorized person, who may take into consideration <br /> the frequency of such requests by the owner and the owner's prior fulfillment of the <br /> requirements of payment alternatives previously granted. <br /> H <br /> See Cal.
