RESOLUTION NO. 23-1372 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON UPDATING RESOLUTION NO. 93-68 FOR PARKING CITATION PENALTIES TO NAME NEW ADMINISTRATIVE HEARING OFFICERS AND APPROVE THE POLICY FOR PAYMENT ALTERNATIVES WHEREAS, in 1993, the City Council adopted administrative procedures for processing parking citations in Resolution No. 93-68; and WHEREAS, in the intervening decades, California law has been amended and now allows options for fine payments that include: community service, installment plans, and reductions and waivers due to financial hardship (see Cal. Vehicle Code §40215); and WHEREAS, the City needs to update personnel positions serving as administrative hearing officers, and seeks to incorporate the new payment alternatives under state law. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: SECTION 1. Finds that the update of the parking citation administrative procedures has no possibility to have a significant effect on the environment per Title 14 California Code of Regulations (CEQA Guidelines) §15061(b)(3). SECTION 2. Amends Section 1, Item 2 of Resolution No. 93-68 and names the Deputy City Manager and Assistant City Manager as Administrative Hearing Officers. SECTION 3. Adopts the policy for Payment Alternatives for Parking Citation Penalties as provided in the attached Exhibit A. SECTION 4. This resolution shall be effective immediately upon its passage and adoption. PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at a regular meeting held on March 21, 2023.
