<br /> Page - 4 - <br /> <br />A description of the funding requests and recommendations, which would result in the allocation of <br />$461,628 ($336,628 in LIHF funds and $125,000 in HOME funds) for FY 2023/24, are as follows: <br /> <br />Abode Services / Tri-Valley Rapid Rehousing Program <br />Abode Services’ Tri-Valley Housing Rapid Re-housing Program provides housing support <br />services and temporary subsidies to households who are homeless or at risk of homelessness <br />in Pleasanton. Staff recommends a financial support of $120,000 ($80,000 HOME funds for <br />rental subsidies and $40,000 LIHF for case management) to this program in FY 2023/24. <br /> <br />Centro Legal de la Raza / Tri-Valley Fair and Secure Housing Project <br />Centro Legal de la Raza (Centro Legal) is a legal services agency protecting and advancing <br />the rights of low-income renters through bilingual legal representation, education, and <br />advocacy. Centro Legal is requesting $46,628 in funding to provide legal consultations, <br />representation, outreach, and tenant education services to low-income Pleasanton tenants <br />facing housing instability, eviction, and potential displacement. This program builds on the <br />existing Alameda County Housing Secure (ACHS) program, which is a county-wide anti- <br />displacement partnership to serve as an intervention in the displacement crisis occurring <br />throughout Alameda County. However, the County Board of Supervisors has not yet voted <br />to fund ACHS for the current or next fiscal year. Therefore, the availability of other legal <br />services for Pleasanton tenants is currently undetermined, making this funding even more <br />critical a wave of evictions is expected after the county eviction moratorium expires on April <br />29, 2023. Staff recommends continued financial support of $46,628 LIHF funds to this <br />program in FY 2023/24. <br /> <br />CityServe of the Tri-Valley / Homeless Intervention and Crisis Stabilization Program <br />CityServe has applied for $80,000 to provide street outreach services in Pleasanton to <br />individuals who are homeless, extremely vulnerable, and currently disconnected from <br />services. The CityServe team has been working and will continue to work closely with <br />Pleasanton Police, City staff, and other service providers to identify Pleasanton residents <br />who are homeless and on the street. The goal is to connect these residents with services <br />including health care and housing; thereby strengthening safety net services in Pleasanton <br />and empowering the City to better address the homelessness crisis. Staff recommends <br />continued financial support of $80,000 LIHF funds for this program in FY 2023/24. <br /> <br />Community Resources for Independent Living (CRIL) / Housing & Independent Living Services <br />CRIL has applied for $16,000 in City LIHF funds to continue to provide independent living <br />and housing services to low- and very low-income Pleasanton residents with disabilities. Staff <br />plans to recommend continued financial support for CRIL’s services. Staff recommends <br />continued financial support for CRIL’s services in the amount of $15,000 for FY 2023/24. <br /> <br />ECHO Housing / Housing Counseling Services <br />ECHO Housing has applied for $40,000 in City LIHF funds to continue to provide federally <br />required housing counseling and fair housing services to Pleasanton residents. The agency, <br />which provides important support and counseling services for persons seeking housing
