Summary of Available Funding The City receives an annual allocation of federal HOME funds through its membership in the Alameda County HOME Consortium. The City’s HOME allocation for projects for FY 2023/24 is $126,134. Furthermore, in past years, the City has utilized its Lower Income Housing Fund (LIHF) to supplement the CDBG (now HHSG) program to enable funding of several important housing-related services that would otherwise be difficult to fund using the limited CDBG “public services” dollars. The use of LIHF funds for the housing services activities is consistent with the policy for use of LIHF that was adopted by the City Council in 1994. Activities Recommended for LIHF & HOME Funding As in prior years, staff is recommending the funding of “housing services” projects at a level that is generally comparable to past funding levels.
