commission and committee members and/or board members and volunteers for local community-based organizations. Many of the sessions are conducted by City staff and hosted at City facilities, and therefore of value to Pleasanton residents. While the program participation is open to all on a first-come first-served basis, the current structure of the program — during working, daytime hours and at a cost of $950 — likely serves to make the program infeasible for most residents who might otherwise be interested in attending. Based on this, a priority to Evaluate the City's support for the Leadership Pleasanton Program is included in the City's FY 2021/22-FY2022/23 work plan. Given that the City Council and staff are currently focused on the development of a citywide strategic plan as well as attending to key initiatives such as conducting a water supply alternatives study and creating a diversity, equity and inclusion plan, staff is recommending the allocation of$10,000 in each fiscal year of the 2023-2025 General Fund budget, and authorization for the City Manager to execute an agreement for the City's support of the Leadership Pleasanton program for Fiscal Year 2023/24. Through the Council's discussion of this item, there may be interest in exploring other models to engage residents and commercial partners in the community. If that is the case, staff will receive that feedback and incorporate it into the strategic planning process with a goal of creating civic engagement and education options that have fewer barriers to participation. In the meantime, a draft agreement for program support for Fiscal Year 2023/24 is provided as Attachment 1.
