Impacts would be less than significant and <br />the proposed project would not result in a new or more severe adverse impact that was not <br />previously identified in the Prior EIR. <br />Mitigation Measures <br />Prior EIR Mitigation Measures <br />MM 4.J-1 In addition to requiring that all project developers comply with the applicable <br />construction noise exposure criteria established within the City’s Municipal Code <br />9.04.100, the City shall require developers on the potential sites for rezoning to <br />implement construction best management practices to reduce construction noise, <br />including: <br />a. Locate stationary construction equipment as far from adjacent occupied <br />buildings as possible. <br />b. Select routes for movement of construction-related vehicles and equipment so <br />that noise-sensitive areas, including residences, and outdoor recreation areas, <br />are avoided as much as possible. Include these routes in materials submitted to <br />the City of Pleasanton for approval prior to the issuance of building permits. <br />c. All site improvements and construction activities shall be limited to the hours of <br />8:00 a.m. to 5:00 p.m., Monday through Saturday. In addition, no construction <br />shall be allowed on State and federal holidays. If complaints are received <br />regarding the Saturday construction hours, the Community Development <br />Director may modify or revoke the Saturday construction hours. The Community <br />Development Director may allow earlier "start-times" for specific construction <br />activities (e.g., concrete-foundation/floor pouring), if it can be demonstrated to <br />the satisfaction of the Community Development Director that the construction <br />and construction traffic noise will not affect nearby residents. <br />d. All construction equipment must meet DMV noise standards and shall be <br />equipped with muffling devices. <br /> <br />MM 4.J-2 The City shall require developers on the potential sites for rezoning to conduct a <br />vibration study which will estimate vibration levels at neighboring sensitive uses, <br />and if required, provide mitigation efforts needed to satisfy the applicable <br />construction vibration level limit established in Table 4.J-4. It is expected that <br />vibration mitigation for all project sites will be reasonable and feasible. <br />MM 4.J-5b Any residential or office buildings shall be built to California’s interior noise <br />insulation standard so that interior traffic noise exposure does not exceed 45 dB Ldn. <br />Before building permits are issued, the project applicant shall be required to submit <br />an acoustical analysis demonstrating that the buildings have been designed to limit <br />interior traffic noise exposure to a level of 45 dB Ldn/CNEL or less.
