However, the site upon <br />which the proposed project would be constructed is not within these zones. The Prior EIR also <br />determined that none of potential sites for housing development would be within the ALUC Safety <br />Zone or the City of Livermore Airport Projection Area. Development of a new expanded airport <br />safety zone for the Livermore Municipal Airport was expected at the time of the Prior EIR’s writing, <br />and therefore preemptive mitigation for sites potentially overlapping the new safety zones was <br />provided. The site upon which the proposed project would be constructed would not be within any <br />expanded Livermore Municipal Airport safety zones. Given this information, the Prior EIR <br />determined that impacts to the site relevant to the proposed project would be less than significant. <br />Analysis of Proposed Project <br />The project site is located over 5 miles west of the Livermore Municipal Airport, over 15 miles east of <br />the Oakland International Airport, and approximately 25 miles east of the San Francisco <br />International Airport. Because the project site is located further than 2 miles from the nearest <br />airport, the proposed project would not result in a safety hazard for people residing or working in <br />the project area with respect to conflicts with applicable Airport Land Use Plans. In addition, as <br />discussed above and in the Prior EIR, the project site is not located within any airport safety zones. <br />Therefore, impacts would continue to be less than significant, and no mitigation is necessary, <br />consistent with the Prior EIR. There are no proposed changes, new circumstances, or new <br />information that would cause new or more severe impacts. <br />Therefore, there are no environmental effects that are peculiar to the proposed project or the <br />parcels on which the proposed project would be located. Impacts would be less than significant and <br />the proposed project would not result in a new or more severe adverse impact that was not <br />previously identified in the Prior EIR. <br />f) Emergency Response and Evacuation <br />Prior EIR Conclusions <br />The Prior EIR identified the Pleasanton Comprehensive Emergency Management Plan and the <br />Alameda County Disaster Plan as the emergency plans in the region. The Prior EIR concluded that <br />buildout of the Housing Element would not interfere with the Pleasanton Comprehensive Emergency <br />Management Plan because the plan establishes an emergency organization to direct and control <br />operations during a period of emergency by assigning responsibilities to specific personnel, which <br />would not be altered by residential development. In addition, it was concluded that development <br />resulting from implementation of the proposed Housing Element would be expected to comply with <br />the Alameda County Disaster Plan, and impacts would be less than significant. Impacts would be <br />further reduced by goals and policies in the Public Safety Element of the Pleasanton General Plan. <br />Therefore, the Prior EIR found that impacts from the buildout of the Housing Element would be less <br />than significant.
