In addition, the proposed project would also not interfere with <br />guidelines set forth in the Pleasanton Comprehensive Emergency Management Plan and Alameda <br />County Disaster Plan. Therefore, impacts would continue to be less than significant, and no <br />mitigation is necessary, consistent with the Prior EIR. There are no proposed changes, new <br />circumstances, or new information that would cause new or more severe impacts. <br />Therefore, there are no environmental effects that are peculiar to the proposed project or the <br />parcels on which the proposed project would be located. Impacts would be less than significant and <br />the proposed project would not result in a new or more severe adverse impact that was not <br />previously identified in the Prior EIR. <br />g)–j) Wildland Fires <br />The Prior EIR considered whether the Housing Element would <br />• Expose people or structures, either directly or indirectly to a significant risk of loss, injury <br />or death involving wildland fires. <br /> <br />Additional checklist questions were added to the CEQA Guidelines Appendix G Checklist in 2018 and <br />did not exist at the time the Prior EIR was certified. These questions address Wildfire in its own <br />topical section and considered whether the project would: <br />• Because of slope, prevailing winds, and other factors, exacerbate wildfire risks, and <br />thereby expose project occupants to pollutant concentrations from a wildfire or the <br />uncontrolled spread of a wildfire? <br />• Require the installation or maintenance of associated infrastructure (such as roads, fuel <br />breaks, emergency water sources, power liens or other utilities) that may exacerbate fire <br />risk or that may result in temporary or ongoing impacts to the environment? <br />• Expose people or structures to significant risks, including downslope or downstream <br />flooding or landslides, as a result of runoff, post-fire slope instability, or drainage changes? <br /> <br />The following Wildfire questions are addressed in the analysis of the proposed project below in <br />order to evaluate wildfire risks consistent with the City’s thresholds of significance. <br />Prior EIR Conclusions <br />The Prior EIR found that all of the potential sites for rezoning from the Housing Element are located <br />outside of the designated wildland-urban interface threat areas within Pleasanton. In addition, Policy <br />13 of the Public Safety Element of the General Plan sets standards for building sprinklers and fire <br />response systems, and requires the City to work with the California Department of Forestry and the <br />Fire Prevention and Firewise Communities to develop additional protection measures.
