Therefore, impacts would continue to be less than significant, and no mitigation is <br />necessary, consistent with the Prior EIR. There are no proposed changes, new circumstances, or new <br />information that would cause new or more severe impacts. <br />Therefore, there are no environmental effects that are peculiar to the proposed project or the <br />parcels on which the proposed project would be located. Impacts would be less than significant and <br />the proposed project would not result in a new or more severe adverse impact that was not <br />previously identified in the Prior EIR. <br />d) Hazardous Materials Sites <br />Prior EIR Conclusions <br />The Prior EIR found that two sites proposed for development are known to have contained or been <br />adjacent to a hazard materials release or contamination that has not been fully remediated. It was <br />determined that development on sites that have been identified as requiring further site <br />characterization and/or remediation work would be required to ensure that construction activities <br />would not expose people or the environment to adverse effects. Tab le 4.G-1 in the Prior EIR <br />identifies properties in the vicinity of the residential sites that are on the Cortese List. Site 3, which <br />contains the project site, is not in the vicinity of any of the listed sites. Therefore, the Prior EIR <br />determined that development on the site relevant to the proposed project would be less than <br />significant in relation to hazardous materials sites. <br />Analysis of Proposed Project <br />The project-specific Phase I ESA prepared by APEX Companies (Appendix F) indicated that the project <br />site is not listed on any hazardous material databases. As described above, no known contamination <br />exists on the project site. In the event that contamination is discovered, General Plan Public Safety <br />Element Policy 17, which requires that any contamination identified on-site must be remediated <br />prior to development, would be in effect. Therefore, impacts would continue to be less than <br />significant, and no mitigation is necessary, consistent with the Prior EIR. There are no proposed <br />changes, new circumstances, or new information that would cause new or more severe impacts. <br />Therefore, there are no environmental effects that are peculiar to the proposed project or the <br />parcels on which the proposed project would be located. Impacts would be less than significant and <br />the proposed project would not result in a new or more severe adverse impact that was not <br />previously identified in the Prior EIR. <br />e) Airports <br />Prior EIR Conclusions <br />The Prior EIR found that several of the potential sites for housing development under the Housing <br />Element are located within the boundaries of the Alameda County Airport Land Use Policy Plan’s <br />General Referral Area, which is coterminous with the Alameda County Airport Land Use Commission <br />(ALUC) Hazard Prevention Zone. In addition, some of the potential sites for housing development
