Additionally, a pipeline is identified as <br />located along Foothill Boulevard, approximately 0.3 mile to the west. Because of these distances, risk <br />of pipe rupture during construction of the proposed project would be unlikely. Furthermore, as <br />described above, the proposed project would be required to coordinate with the City to identify the <br />exact location of the utilities, such as natural gas pipelines, in order to prevent disturbance during <br />construction. Because the nature of the proposed project is consistent with what was envisioned by <br />the Housing Element, and there are no changes to zoning, density or permitted land uses compared <br />to what was previously analyzed, the potential for hazardous material upset or accident would be <br />within the scope of analysis of the Prior EIR and, consistent with the Prior EIR, such events are not <br />expected on the property during project construction or operation. Therefore, impacts would <br />continue to be less than significant, and no mitigation is necessary, consistent with the Prior EIR. <br />There are no proposed changes, new circumstances, or new information that would cause new or <br />more severe impacts. <br />Therefore, there are no environmental effects that are peculiar to the proposed project or the <br />parcels on which the proposed project would be located. Impacts would be less than significant and <br />the proposed project would not result in a new or more severe adverse impact that was not <br />previously identified in the Prior EIR. <br />c) Hazardous Materials in Proximity to Schools <br />Prior EIR Conclusions <br />The Prior EIR determined that future individual development projects under the Housing Element <br />would not result in the handling of significant quantities of hazardous materials, substances, or <br />wastes. Although residential land uses do involve the handling, storage, and disposal of small <br />quantities of hazardous materials, they are generally not associated with any releases that would <br />adversely affect any schools located within 0.25 mile of a school. Therefore, the Prior EIR found that <br />the risk of hazardous material releases within the vicinity of schools would be less than significant. <br />Analysis of Proposed Project <br />The nearest school to the project site is Lydiksen Elementary School, which is located approximately <br />1.05 miles south of the project site.57 Additionally, York Alternative Learning Center is located <br />approximately 1.05 miles northeast of the project site, Wells Middle School is located approximately <br />1.20 miles northeast of the project site in Dublin, Donlon Elementary School is located approximately <br />1.25 miles southeast of the project site, and Hart Middle School is located approximately 1.5 miles <br />southeast of the project site.58,59 As previously discussed, due to the nature of the proposed project, <br />the presence of large quantities of hazardous substances would not be expected at the project site <br />during project operation.
