Commissioner Balch referenced the existing traffic model, which already accounted for 400 <br />homes, and asked about the current traffic circulation at the intersection of Stoneridge Drive <br />and Stoneridge Mall Road. <br />Mr. Tassano stated the existing traffic conditions at the intersection of Stoneridge Drive and <br />Stoneridge Mall Road are at an acceptable level of service. He referenced the need to make <br />circulation improvements at the intersection of Stoneridge Mall Road and Stoneridge Mall <br />Road and mentioned the future need to assess the circulation and make improvements at both <br />the intersections of Stoneridge Mall Road and Springdale Avenue and Stoneridge Drive and <br />Springdale Avenue. <br />Commissioner Allen asked if the new integrated design would significantly impact circulation <br />versus the previous design layout that separated the residential from the commercial. <br />Mr. Tassano stated the internal circulation design provides greater pedestrian access, <br />however, either plan represented the same overall impacts, especially as you move further <br />outside the internal circulation. <br />Commissioner Brown stated in regard to Discussion Point 2, he was trying to get on board, but <br />he did not like the wrap-around building design and he questioned the location of the open <br />space. He referenced the design of Building A3 and the green space to the fitness and fitness <br />amenity and stated a similar design could be created for Building Al with the ability to leverage <br />the open space concept but use it to separate the block as opposed to enclosing the open <br />space in the middle. He stated he was open to both concepts but was not ready to state that <br />he preferred one over the other. <br />Commissioner Balch referenced the open space between Building A3 and the fitness center <br />stating he hopes it is in fact open space rather than mis-referencing a bioswale as open space. <br />He questioned access to the fitness center and location of the primary entrance, however, <br />stated conceptually the general layout is conducive for the site. <br />Commissioner Allen expressed the need for Mr. Tassano to be involved as it relates to traffic <br />circulation because she believes this is the most important component in selecting one of the <br />two designs. Regarding massing, she is amenable to staff's recommendations and she <br />inquired if there were other concepts or examples of similar five-story buildings with this many <br />units as a comparison. <br />Commissioner Balch stated he was amenable to the general massing referenced in Discussion <br />Point 3 and mentioned that the option selected is the slightly better choice. <br />Commissioner Ritter discussed the layout and positioning and to Commissioner Allen's point, <br />agreed with her comments around the importance of traffic circulation; he further stated the <br />massing is all-encompassing of that and requested additional articulation on the building <br />design. <br />Commissioner Brown expressed concern with the wrap-around building and the view from <br />Stoneridge Mall Road. <br />Planning Commission Minutes Page 7 of 9 March 11, 2020 <br />y approved and accounted for increased congestion. <br />He discussed the pedestrian and bicycle traffic and the future amenities, including the cycle <br />track, which would help improve circulation.Planning Commission Minutes Page6of9March11, 2020
