Commissioner O'Connor stated his two concerns were around the massing and traffic <br />circulation. He stated he was not amenable to the residential placement on the corner of the <br />site and expressed hope that something could be done to tone down the massing. <br />Commissioner Pace referenced the traffic at the intersection of Stoneridge Mall Road and <br />Stoneridge Mall Road and suggested having the building setback through the integrated plan <br />which could help in reducing massing, assist with traffic circulation and provide additional <br />visibility, especially at that corner. Based on these factors, he was more amenable to the <br />integrated plan. <br />Commissioner O'Connor asked if the intersection of Stoneridge Mall Road and Stoneridge Mall <br />Road would contain a traffic signal. <br />Mr. Tassano stated there was an existing traffic signal and improved site distance would be <br />provided, even with the current traffic signal and stop signs. <br />Commissioner Brown asked about bicycle trails and use for egress in the evening hours. <br />Mr. Tassano explained the congestion points and possible improvements, which will occur one <br />at a time. He stated the traffic study would determine the volume in particular areas and the <br />need for any additional traffic signals. <br />Commissioner Balch suggested evaluating the comments made on Building A and utilizing <br />those that worked. <br />MATTERS FOR COMMISSION'S REVIEW/ACTION/INFORMATION <br />7. Reports from Meetings Attended (e.g., Committee, Task Force, etc.) <br />Commissioner Allen discussed the recent Heritage Tree Board of Appeals meeting and stated <br />there was good discussion and the Committee came to a consensus, which appeased the <br />Committee and the applicant. <br />8. Future Planning Calendar <br />Planning and Permit Center Manager Melinda Denis gave a brief overview of future items for <br />the Commission's review. <br />9. Actions of the City Council <br />No action was taken. <br />10. Actions of the Zoning Administrator <br />No action was taken. <br />Planning Commission Minutes Page 8 of 9 March 11, 2020 <br />Commissioner Allen expressed the need for Mr. Tassano <br />to be involved as it relates to traffic circulation because she believes this is the most <br />important component in selecting one of the two designs. Regarding massing, she is amenable to <br />staff's recommendations and she inquired if there were other concepts or examples <br />of similar five-story buildings with this many units as a comparison.Commissioner Balch stated he <br />was amenable to the <br />general massing referenced in Discussion Point 3 and mentioned that the option selected <br />is the slightly better choice.Commissioner Ritter discussed the layout and positioning and <br />to Commissioner Allen's point,agreed with her comments around the importance of <br />traffic circulation; he further stated the massing is all-encompassing of that and requested <br />additional articulation on the building design.Commissioner Brown expressed concern with the wrap- <br />around <br />building and the view from Stoneridge Mall Road.Planning Commission Minutes Page 7 <br />of 9 March <br />11, 2020 y approved and accounted for increased congestion.
