Page 7 <br />kimley-horn.com 4637 Chabot Drive, Suite 300, Pleasanton, CA 94588 925.398.4840 <br />156380685.4 <br />D.LOCAL TRAFFIC ANALYSIS BASED ON HIGHWAY CAPACITY MANUAL <br />METHODOLOGY <br />A traffic analysis was undertaken to determine the consistency of the potential effects of all the <br />development referenced above on levels of service at localized intersections with the General Plan, <br />based on standards and methodology set forth by the City of Pleasanton and Alameda County. The <br />study area for the traffic study is shown in Figure 2 and analyzed the following 16 intersections: <br />1. Foothill-San Ramon Blvd / I-580 WB Ramps <br />2. Foothill-San Ramon Blvd / I-580 EB Ramps <br />3. Foothill Road / Dublin Canyon Road-Canyon Way <br />4. Stoneridge Mall Road / Canyon Way <br />5. Stoneridge Mall Road / BART Garage <br />6. Stoneridge Mall Road / Embarcadero Court <br />7. Stoneridge Mall Road / East Project Driveway <br />8. Springdale Avenue / Stoneridge Mall Road <br />9. Stoneridge Mall Road / Southwest Project Driveway <br />10. Stoneridge Mall Road / Stoneridge Mall Road-Genomics Place <br />11. Foothill Road / Stoneridge Drive <br />12. Springdale Avenue / Stoneridge Drive <br />13. Stoneridge Mall Road / Stoneridge Drive <br />14. I-680 SB Ramps / Stoneridge Drive <br />15. Johnson Drive / Stoneridge Drive <br />16. Stoneridge Mall Road / Southeast Project Driveway <br />The traffic analysis studied Cumulative traffic conditions, as shown in the City’s Synchro model, with <br />the addition of the recently approved 10x Genomics project located on the southeast corner of <br />Stoneridge Mall Road and Genomics Place. The Cumulative conditions are addressed because they <br />present the worst-case scenario (i.e. buildout of Workday, Stoneridge Mall, Housing Element, 10x <br />Genomics, and other nearby approved developments) appropriate for assessing General Plan <br />consistency. In addition, an existing conditions analysis would capture only the conditions at the <br />specific time that traffic counts are collected in the field, which do not include all the development <br />referenced above, and these counts would be representing ongoing construction and partial occupancy <br />of office buildings in the area that would fluctuate on a month to month basis. The following describes <br />the details under Cumulative traffic Conditions.
