Traffic fees (including pass-through fees collected by the City and transferred <br />to the CMA) have been imposed by the City to fund needed traffic improvements. The Project will be <br />subject to these fees and therefore will offset its contribution towards the need for such traffic <br />improvements. <br />2021 10x Genomics Traffic Study <br />In March 2021, a traffic study was developed for the 10x Genomics project located just south of <br />Stoneridge Mall Road between Springdale Avenue and Stoneridge Mall Road. This study included an <br />assessment of the 10x Genomics project which proposed to replace the previously occupied Regency <br />Plaza Shopping Center, consisting of approximately 163,500 square feet of retail uses, with a three <br />multi-story building of office and industrial uses. These proposed uses include 207,000 SF of office use, <br />154,000 square-feet of research and development use, and 20,000 square feet of packaging and <br />warehouse distribution use with a parking garage and surface parking lot. The study included traffic <br />generated by the Workday project, the 2012 Housing Element Supplemental EIR, and other nearby <br />approved developments. <br />Because this study was undertaken after CEQA prohibited using road capacity to determine <br />environmental impacts, it did not address such issues as CEQA impacts. However, the study included <br />“non-CEQA findings and recommendations” that address level of service and queuing. The study <br />determined that future development with the 10x Genomics would cause a queuing deficiency at the <br />intersection of Stoneridge Drive and Springdale Avenue for the eastbound and southbound left-turn <br />movements. This 10X Genomics project was approved subject to a condition requiring the applicant to <br />modify the southbound approach to two southbound left-turns and one shared southbound through/right <br />turn lane and to extend the eastbound left-turn pocket to provide 200 feet of storage. A queuing <br />deficiency was identified at the intersection of Stoneridge Drive and Stoneridge Mall Road and the <br />project would extend the existing southbound through/right-turn lane along Stoneridge Mall Road at <br />McWilliams Lane to Genomics Place. The traffic study also determined that the project would cause <br />the intersection of Stoneridge Mall Road and Genomics Place to operate at an unacceptable LOS E <br />during the PM peak hour in the Existing Plus Project scenario and as part of a condition of approval, <br />the project would be required to convert the westbound approach to two left turn lanes and one shared <br />through/right turn lane. To address Near-Term and Cumulative scenarios, the project was required to <br />pay local and regional transportation fees to fund improvements at intersections operating at <br />unacceptable LOS with and without project.
