The Mitigated Negative Declaration for the <br />Workday project proposed six-stories consisting of approximately 430,000 square feet of office building <br />with related parking structures and surface parking, located immediately adjacent to and northeast of <br />Stoneridge Mall, and immediately southwest of the junction of Interstates 580 and 680. The traffic study <br />for Workday included all traffic already studied in the 2012 Housing Element Supplemental EIR, plus <br />additional traffic that would be generated by the Workday project. It addressed localized traffic and <br />other impacts in the area of the Stoneridge Mall. The City determined that the Workday Project would <br />cause certain traffic and other impacts in the area, which Workday was required to mitigate. <br />The analysis conducted for the 2014 Workday Mitigated Negative Declaration included a localized <br />study in the area of the Stoneridge Residential Project. The Workday study determined that future <br />development plus the Workday project would cause Foothill Road at Canyon Way to operate at LOS E <br />under all project scenarios during the PM peak hour. This is a “gateway intersection” that, pursuant to <br />the General provisions noted above, is permitted to function at a lower level of service than LOS D. <br />However, the City already had determined that improvements to this intersection were necessary and
