The Project must comply with the <br />Mitigation Measures (MM) in the City’s 2012 Housing Element Supplemental Environmental Impact Report <br />(SEIR). This report details the study conducted to assess the Project’s adherence to select noise-related <br />mitigation measures from the SEIR. The study assessed the Project’s compliance with Mitigation <br />Measures MM 4.J-2, MM4.J-5c, and MM 4.J-6a. A summary of the results is listed below and detailed <br />within the balance of this report. <br />MM 4.J-2. Assessment of Project’s Potential Construction Vibration Impacts on Neighboring Sensitive <br />Uses. Vibration from on-site construction and construction truck routes were evaluated based on FTA <br />guidelines. Based on the results of the analysis, the vibration limits set in the SEIR were not exceeded at <br />any off-site locations. Therefore, no additional measures are required. <br />MM 4.J-5c. Assessment of Traffic Sound Levels in Outdoor Activity Areas associated with the Project. <br />Traffic sound levels at the outdoor courtyards and rooftop decks were predicted using noise modeling <br />software and road data from the SEIR and California Department of Transportation (“Caltrans”). The <br />analysis found that the limit of Ldn 65 dBA is exceeded for the rooftop deck at the northeast corner of the <br />building. A properly constructed barrier along the north and east sides of the roof deck will result in <br />traffic sounds levels of Ldn 65 dBA or less at the rooftop deck, based on the results of the model. <br />MM 4.J-6a. Assessment of Noise from Stationary (Non-transportation) Sources in the Vicinity of the <br />Project. Noise from non-transportation sources such as rooftop mechanical units and truck activity at a <br />nearby loading dock were evaluated using noise modeling software. Based on the results, sound levels at <br />the property planes and the facades of the Project will not exceed the 60 dBA limit. Therefore, no <br />additional measures are required.
