MODIFICATIONS TO MASTER FEE SCHEDULE
The City's current Master Fee Schedule does not include application fees for SB 330
Preliminary Review or Housing Site Compliance Review applications. The draft
resolution (Attachment 1) to this agenda report would modify the Master Fee Schedule
to reflect application processing fees for the Planning Division's review of SB 330
Preliminary Review and Housing Site Compliance Review applications. The amount of
the application fees proposed would be commensurate with the actual staff time and
effort anticipated to be necessary to review and process a typical SB 330 Preliminary
Review application and a Housing Site Compliance Review application. In estimating
these costs, staff considered the typical time expended on various tasks for similar
types of applications (e.g., application intake, initial review for completeness, and
development of formal comments). The proposed application fees are $1,494.00 for
Senate Bill 330 Preliminary Review, $9,315.00 for Housing Site Compliance Review -
Zoning Administrator (50 units or less), and $10,250.00 for Housing Site Compliance
Review - Planning Commission (51 units or more). Each fee would be subject to an
annual increase on January 1 of each year, based on the Engineering News Record
Construction Cost Index for the San Francisco-Bay Area.
PUBLIC NOTICE
Notice of this item was published in The Valley Times in accordance with provisions of
Government Code 6062(a) and was noted in the Pleasanton Weekly as an upcoming
agenda item for this City Council meeting. At the time this report was prepared, staff has
not received comments regarding the proposal.
CONCLUSION AND RECOMMENDATION
The proposed amendments to the Master Fee Schedule will implement SB 330
Preliminary Application review requirements and Program 4.8 of the recently adopted
6t" Cycle Housing Element. Staff recommends the City Council review the proposed
amendments to the Master Fee Schedule and approve a resolution memorializing
approval of the amendments.
ub i to b Reviewed by: Approved by:
a
en lark Susan Hsieh Gerry Beaudin
Director of Director of Finance City Manager
Community Development
Attachments:
1.
