ATTACHMENT 1 <br /> RESOLUTION NO. 23- <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> MODIFYING THE MASTER FEE SCHEDULE TO ADOPT APPLICATION FEES FOR <br /> SENATE BILL 330 PRELIMINARY REVIEW AND HOUSING SITE COMPLIANCE <br /> REVIEW <br /> WHEREAS, on October 9, 2019, Governor Newsom signed the Housing Crisis Act of 2019 <br /> into law, commonly known as Senate Bill 330, to address the statewide housing shortfall with new <br /> protections for existing housing and restrictions on certain zoning actions that reduce the <br /> availability of housing, and expedite and increase certainty in the development process, including <br /> establishing a new preliminary review process for applications; and <br /> WHEREAS, on January 26, 2023, the City Council adopted the 6th Cycle Housing <br /> Element, including Program 4.8 and Housing Sites Objective Design Standards which established <br /> a streamlined review process for development of housing sites; and <br /> WHEREAS, City Council policy includes a requirement that applicants shall submit the <br /> applicable permit application fee established by City Council resolution; and <br /> WHEREAS, the City now wishes to establish Planning Division application fees of <br /> $1,494.00 for Senate Bill 330 Preliminary Review, $9,315.00 for Housing Site Compliance Review <br /> - Zoning Administrator (50 units or less), and $10,250.00 for Housing Site Compliance Review - <br /> Planning Commission (51 units or more), subject to an annual inflation adjustment on January 1 I <br /> of each year based upon the Engineering News Record Construction Cost Index for the San <br /> Francisco-Bay Area; and <br /> WHEREAS, staff has determined these fees are reasonable based on an estimate of <br /> anticipated staff time necessary to process Senate Bill 330 Preliminary Review and Housing Site <br /> Compliance Review applications in a timely manner. <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br /> RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> SECTION 1. Section II (B) of the Master Fee Schedule is amended to incorporate a <br /> Planning Division application fee for Senate Bill 330 Preliminary Review; Housing Site <br /> Compliance Review - Zoning Administrator review, and Housing Site Compliance Review - <br /> Planning Commission review, as provided in Exhibit A. <br /> SECTION 2. This resolution shall become effective 60 days after its adoption. <br /> SECTION 3. City Clerk shall certify to the passage of this resolution and enter it into the <br /> book of original resolutions. <br /> PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at <br /> a regular meeting held on February 21, 2023. <br /> I, Jocelyn Kwong, City Clerk of the City of Pleasanton, California, certify that the foregoing <br /> resolution was adopted by the City Council at a regular meeting held on February 21, 2023, by <br /> the following vote: <br />
