DISCUSSION <br /> "Quick Build" Bicycle Improvements <br /> The West Las Positas Boulevard Bicycle and Pedestrian Corridor Improvement Plan <br /> approved by City Council on November 15, 2022, proposes grade-separated bike lanes <br /> in the east and westbound directions on West Las Positas Boulevard. Grade separation <br /> is accomplished by removing and relocating the curb lines on West Las Positas <br /> Boulevard and narrowing the street by changing the existing number three, or shoulder, <br /> lane in each direction into a bike lane at a similar elevation to the existing sidewalks. <br /> When fully implemented, the cross-section of West Las Positas Boulevard between <br /> Hopyard Road and Santa Rita Road will include two vehicular lanes in each direction, a <br /> bike lane in each direction, along with sidewalks on each side of the street for <br /> pedestrians. The "quick build" bicycle improvements between Hopyard Road and <br /> Hacienda Drive will use roadway paint and bollards to create the same cross-section <br /> without reconstructing the roadway or the curb lines. The "quick build" will be a <br /> demonstration of the final bike lane design before the hardscape construction changes <br /> are made to the roadway. In the "quick build," the bike lane will be nine feet wide with a <br /> three-foot painted buffer area between the bike lane and vehicular lanes. Within the <br /> painted buffer will be roadway bollards spaced at 35-foot intervals to further delineate <br /> the space between the bike lane and vehicle lanes. The work will include approximately <br /> 12,000 feet of pavement striping improvements and the installation of approximately <br /> 270 bollards. <br /> Staff recommends the approval of Change Order No. 5 with O'Grady Paving, Inc. to <br /> install the "quick build" improvements. Based on quantity estimates and O'Grady <br /> Paving, Inc.'s unit costs from the existing contract between the City and O'Grady Paving <br /> (Attachment 1), Change Order No. 5 includes approximately $140,000 for this work. The <br /> final cost and payment for the change order work will be determined by final field- <br /> measured quantities of pavement striping and bollards installed. <br /> Localized Pavement Repairs <br /> West Las Positas Boulevard's pavement, base, and subgrade is failing which has <br /> degraded ride quality and caused some safety concerns. The settlement has occurred <br /> over the years since its original construction, with the drought causing the consolidation <br /> and settlement of the mostly clay subgrade to accelerate in recent years. Ongoing <br /> localized street repair has been necessary to maintain a drivable roadway surface. The <br /> construction project resulting from the Mark Thomas design work will be the ultimate <br /> solution to the roadway settlement issues. However, based on cost and the limited <br /> availability of funding, the Mark Thomas-designed roadway repair work may have to be <br /> phased, focusing on the worst areas first, with other areas of the roadway still requiring <br /> localized street repairs until funds for the reconstruction are identified. The "quick build" <br /> length of West Las Positas Boulevard between Hopyard Road and Hacienda Drive has <br /> settled in several areas and continues to do so. It is not currently considered to be the <br /> worst area in comparison to the West Las Positas Boulevard's pavement east of <br /> Hacienda Drive to Stoneridge Drive. Therefore, if phasing is required, the "quick build" <br /> roadway area between Hopyard Road and Hacienda Drive may be a in later phase, with <br /> periodic localized repairs still required until the section of roadway is reconstructed. <br /> Page 3 of 5 <br />
