When doing the field work necessary to lay out the striping for the "quick build" bicycle <br /> improvements, localized pavement distress and settling around drainage inlets was <br /> observed. The localized settlement has caused dips and cracking, including relatively <br /> significant "drop-offs" created by differential settlement in the "quick build" bike lane <br /> area; therefore, Staff recommends these localized pavement areas be repaired prior to <br /> installing the "quick build" improvements. While the recommended work is focused on <br /> the bike lanes, some of the pavement repairs will extend across all lanes of traffic to <br /> ensure proper street drainage. The proposed work includes approximately 13,000 <br /> square feet of pavement overlay, and the adjustment of five existing storm drain inlets <br /> and two storm drain manholes to the raised pavement street surface grade. Change <br /> Order No. 5 includes approximately $125,000 for O'Grady Paving, Inc. to perform this <br /> work. Again, the final cost and payment will be determined by final field-measured <br /> quantities. <br /> Change Order No. 5 <br /> The costs of$140,000 for the "quick build" pavement striping and bollard installation, <br /> and $125,000 for the localized street pavement repairs totaling $265,000 were <br /> estimated by O'Grady Paving, Inc. based upon plans provided by City staff. O'Grady <br /> Paving's estimate compares favorably with the estimate of$270,000 prepared by staff. <br /> However, staff recommends the City Council authorize Change Order No. 5 with a not- <br /> to-exceed amount of$300,000. This recommendation is analogous to staff <br /> recommending the award of a typical public works construction contract, along with a <br /> project contingency that staff has the authority to use to address unforeseen issues if <br /> discovered during construction without the delay that would be caused by returning to <br /> the City Council for each change. By authorizing Change Order No. 5 for a not-to- <br /> exceed amount of$300,000, the City Council is, in effect, providing a contingency of <br /> $35,000, or approximately 13 percent above the O'Grady Paving, Inc. estimate of <br /> $265,000 for the work. <br /> Schedule <br /> The localized pavement repairs will be completed as soon as they can be scheduled <br /> weather permitting, followed by the "quick build" bicycle improvements. Staff anticipates <br /> all work will be complete by early spring 2023. However, if the winter rains continue as <br /> they have to this point, the schedule could be delayed and push completion until late <br /> spring 2023. <br /> Full Street Reconstruction Plan <br /> Mark Thomas is scheduled to complete the 35 percent design, and cost estimates, for <br /> the reconstruction of West Las Positas Boulevard by summer 2023. When complete, <br /> the 35 percent plans will be presented to the City Council, along with a recommendation <br /> on how to proceed with completing the 100 percent design of the entire roadway length, <br /> or phasing completion of the 100 percent design focused on priority sections, based <br /> upon the estimated costs and the available funding. In the meantime, West Las Positas <br /> Boulevard continues to settle, with the worst section between Hacienda Drive and <br /> Stoneridge Drive. The roadway settlement may necessitate additional repair efforts to <br /> keep the roadway in a drivable condition until permanent repairs can be designed and <br /> constructed.
