Boulevard Reconstruction Project, CIP No. 11514, to the Annual Street Resurfacing <br /> and Preventative Maintenance Project, CIP No. 22503. <br /> FINANCIAL STATEMENT <br /> The West Las Positas Boulevard Reconstruction Project, CIP No. 11514, has a balance <br /> of$5.5 million (which includes various funding sources) for the design and <br /> reconstruction of West Las Positas Boulevard from Foothill Road to Fairlands Drive. <br /> The project originally focused only on the complete reconstruction of the failing street <br /> section, but now includes the implementation of the Bicycle and Pedestrian Corridor <br /> Improvement Plan identified as the top priority of the Bicycle and Pedestrian Committee <br /> and approved by City Council on November 15, 2022. Staff recommends transferring <br /> $150,000 in Streets CIP — General Fund (Fund 211), and $150,000 in Bike and <br /> Pedestrian Measure B (Fund 163) from the West Las Positas Boulevard Reconstruction <br /> Project, CIP No. 11514, to the Annual Street Resurfacing Project, CIP No. 22503, to <br /> cover the cost of Contract Change Order No. 5. If a balance of the $300,000 remains <br /> after final quantities are measured, staff will recommend that balance be transferred <br /> back to CIP No. 11514 when the annual paving project is complete and presented to the <br /> City Council for acceptance. <br /> BACKGROUND <br /> On June 7, 2022, City Council awarded a construction contract to O'Grady Paving, Inc. <br /> in the amount of$3,316,272.50 for the Annual Street Resurfacing and Preventative <br /> Maintenance Project, CIP No. 22503. While only some final inspection punch list work <br /> remains, the project has not yet been accepted by City Council as complete and the <br /> contract remains open. <br /> On November 15, 2022, City Council approved the West Las Positas Boulevard Bicycle <br /> and Pedestrian Corridor Improvement Plan and authorized the implementation of Phase <br /> 1 "quick build" bicycle improvements between Hopyard Road and Hacienda Drive <br /> (Attachment 2). The "quick build" project uses traffic striping and bollards to create <br /> protected bike lanes in the number three, or shoulder, lanes in both the east and <br /> westbound directions of West Las Positas Boulevard. As presented, the "quick build" <br /> bicycle improvements are a pilot program of the proposed hardscape improvements, <br /> with the hardscape improvements including the removal and relocation of the existing <br /> street curbs to create grade-separated bike lanes on each side of the street for east and <br /> west travel. <br /> On December 6, 2022, City Council approved a professional services agreement for <br /> $524,145 with Mark Thomas for 35 percent design services for the West Las Positas <br /> Boulevard Reconstruction Project, CIP No. 11514. The grade-separated bike lanes in <br /> the West Las Positas Boulevard Bicycle and Pedestrian Corridor Improvement Plan <br /> approved by City Council on November 15 are a component of the Mark Thomas design <br /> work. A 35 percent design is necessary to provide a sufficient level of detail to identify <br /> all traffic signal, sewer, water, storm drain, and dry utility work required as part of the <br /> complete reconstruction of the settling roadway section. The 35 percent design work will <br /> include a detailed cost estimate which will be used to determine if phasing of the West <br /> Las Positas Boulevard reconstruction work is necessary due to limited available funding <br /> and, if so, how the work should best be phased. <br /> Page 2 of 5 <br />
