Pleasanton City Council (r. FARELLA
January 18, 2023 BRAUN+MARTELLLP
Page 8
The three parcels are listed as"Site A"on the "Existing Zoning"chart, and claimed to provide a
place for 20 lower income units of housing. See Table B-14, p. B-45, lines 1-3.
These three commercially zoned parcels in theory could be used for housing under
Pleasanton zoning laws, but no one has made any plans to do so. The draft Housing Element
does not analyze why the next eight years will be any different: existing uses will continue. The
City Council lacks substantial evidence to conclude that the existing uses of this site will likely
discontinue during the next eight years. Government Code § 65583.2(g)(1)and(g)(2).
6. 120 Ray Street: AT&T Utility Station (APN 94-110-45-3).
The existing use of parcel 94-110-45-3 is a mystery of sorts: the building and grounds
appear to be well-maintained,but there is no exterior signage, and Google doesn't suggest what
business is inside. Will the existing use discontinue during the next eight years? It's hard to
know. The current Housing Element draft doesn't help resolve the mystery. Listing the property
only as a"commercial building and surface parking,"the site inventory nevertheless claims that
it is"likely"that the building will be demolished in the next eight years so that 40 units of lower
income housing can be built on the 1.52 acres. See Table B-14, p. B-45 (three rows from the
bottom). Without information and analysis, there's no basis for this conclusion. Even the age of
the building is left blank.
Y 1 }
v
City records show the use of the property is in fact known to the City, even if the
information isn't included in the Housing Element.
