Inklings Coffee and Nearby Parcels(APNs 94-104-3, -104-8-3, and-104-12). <br /> In the heart of Pleasanton's downtown is a city block bounded by Main Street, Division <br /> Street, Railroad Avenue, and Neal Street. The block consists of at least eighteen buildings with <br /> retail, professional, and restaurant uses. Inklings Coffee, at 548 Main Street, is situated <br /> alongside the entrance to the parking lot, and sits on parcel 94-104-12. Inklings Coffee&Tea is <br /> by no measure a dilapidated or disused building. City records show that the building was <br /> remodeled in 2016 for Inklings to move in. The parking lot to the left of it is packed with both <br /> customers for Inklings and those who visit surrounding businesses in the downtown. For a complex site like Rose Pavilion,with restaurant and retail uses,the math <br /> requires considerable analysis. See, e.g. Pleasanton Zoning Code § 18.88.030(C)(1)(food stores: <br /> one space per 150 square feet of gross floor area), (4)(non-food retail: one space per 300 square <br /> feet, excepting storage and loading areas), and (8) (restaurants: one space per three seats or each <br /> 200 square feet of gross floor area, whichever is greater). There is no evaluation in the draft <br /> Housing Element of whether the portion of the parking lot that would remain without these two <br /> parcels would satisfy even the minimum requirements for the retail and restaurant uses of the rest <br /> of Rose Pavilion. Under sections 65583.2(c), and 65583.2(g)(1)and (2), such analysis is <br /> required both to assure that the existing use is"likely"to cease, and also to correctly determine <br /> the number of units that the two parcels could accommodate. <br />
