These Findings cite specific pieces of evidence, but <br />none of the City’s findings are based solely on those cited pieces of evidence. Rather, these Findings <br />are based upon the entire record, and the lead agency intends to rely upon all supporting evidence <br />in the record for each of its conclusions contained herein. <br />The documents in the record include, but is not limited to, all items referenced in Public Resources <br />Code Section 21167.6(e): <br /> (i) All Project application materials; <br /> (ii) The Program EIR (including the Draft Program EIR, the Final Program EIR, and all appendices <br />attached thereto); <br /> (iii) All staff reports and related documents prepared by the lead agency and/or consultants <br />with respect to the lead agency’s compliance with the substantive and procedural <br />requirements of this division and with respect to the action on the Project; <br /> (iv) All staff reports and related documents prepared by the lead agency and written testimony <br />or documents submitted by any person relevant to any findings or statement of overriding <br />considerations adopted by the lead agency pursuant to this division; <br /> (v) All documentary and oral evidence received and reviewed at public hearings, public <br />meetings, study sessions, and workshops on the Program EIR, and any transcript or minutes <br />of the proceedings at which any advisory body or decision-making body heard testimony <br />on, or considered the Program EIR; <br /> (vi) All notices issued by the lead agency to comply with this division or with any other law <br />governing the processing and approval of the Housing Element Update; <br />(vii) All written comments received in response to, or in connection with, the Program EIR, <br />including comments on the Draft Program EIR; <br />(viii) All written evidence or correspondence submitted to, or transferred from, the lead agency <br />with respect to compliance with this division or with respect to the Project; <br /> (ix) Any proposed decisions or findings submitted to the decision-makers by lead agency staff, <br />or the Project proponent, Project opponents, or other interested agencies, organizations <br />and/or individuals; <br /> (x) The documentation of the final decision, including the Program EIR and all documents, in <br />addition to those referenced in paragraph (c), cited or relied on in the findings or in a <br />statement of overriding considerations adopted pursuant to this division;
