(Draft Program EIR, Page <br />3.11-25). Changes or alterations have been required in, or incorporated into, the <br />Housing Element Update which avoid or substantially lessen the significant <br />environmental effects as identified in the Program EIR. (State CEQA Guidelines, § <br />15091(a)(1)) <br />Mitigation Measures <br />MM NOI-1 Stationary Source Noise Impact Reduction Measure <br />Prior to issuance of building permits for a project, for any development project on <br />potential sites for housing that would include any noise producing mechanical <br />systems located within 25 feet of a property line, the project applicant shall retain a <br />Noise Specialist to conduct a site-specific project-level noise analysis to evaluate <br />compliance with Section 9.04.030 of the Municipal Code, which prohibits noise <br />levels in excess of 60 A-weighted decibel (dBA) at any point outside the property <br />plane, as defined in Section 9.04.020 of the Municipal Code as “a vertical plane <br />including the property line which determines the property boundaries in space”. If <br />the analysis identifies that proposed mechanical system operations could result in an <br />exceedance of this noise performance standard, then specific measures to attenuate <br />the noise impact shall be outlined in the analysis. The analysis shall be submitted to <br />the City’s Building & Safety Division for review and approval prior to issuance of <br />building permits. The final noise-reduction measures shall be included on all final <br />construction and building documents and/or construction management plans and <br />submitted for verification to the City. Specific measures may include, but are not <br />limited to, the following measures or design features: <br />• The project applicant shall utilize quieter mechanical systems that would not <br />result in an exceedance of the City’s operational noise standards. <br />• The project applicant shall enclose mechanical systems in a sound-attenuating <br />structure or shall install sound barriers adjacent to the proposed system that <br />would reduce operational noise levels to not exceed the City’s noise performance <br />standards as measured at the property line. <br />• The project application shall relocate the proposed mechanical system further <br />from property line to reduce operational noise levels to not exceed the City’s <br />noise performance standards as measured at the property line. <br /> <br />Facts in Support of Findings: Short-term Construction Impacts: Because Sites 1 (Lester) and 22 <br />(Merritt) would be annexed into the City prior to development, potential noise impacts for those <br />sites were evaluated against the City’s thresholds. For future development projects, two types of <br />short-term noise impacts would occur during site preparation and project construction. The first <br />type would result from the increase in traffic flow on local streets, associated with the transport of <br />workers, equipment, and materials to and from the project site.
