Section 1.8 summarizes the alternatives discussed in the <br />Program EIR and makes findings with respect to the feasibility of alternatives and whether the <br />alternatives would lessen the significant environmental effects of development consistent with the <br />Housing Element Update. <br />The following sets forth all significant effects of Housing Element Update and, with respect to each <br />effect, makes one or more of the findings set forth in Section 1.1, Introduction, and provides facts in <br />support of such findings. <br />The Program EIR provides additional facts in support of the findings herein. The mitigation measures <br />set forth in the Mitigation Monitoring and Reporting Program (MMRP) (Attachment A) are <br />incorporated by reference in these findings, and the findings in Sections 1.6 and 1.7 refer to <br />individual mitigation measures as appropriate. In the event of any inconsistencies between the <br />mitigation measures set forth herein and the MMRP, the MMRP shall control. <br />1.3 - Project Summary <br />1.3.1 - Project Description <br />State law dictates that each city and county in California evaluate local housing needs and, as part of <br />the Housing Element, prepare a realistic set of policies and programs to fulfill those needs in <br />conjunction with the local government’s long-range General Plan. Each city and county must <br />maintain a General Plan as a guide for the physical development of the community. This required <br />evaluation of housing needs and resulting program and policies is included as the “Housing Element” <br />of a local government’s General Plan. Additionally, each Bay Area city’s share of the regional housing <br />need is based on a plan, prepared by the Association of Bay Area Governments (ABAG) and the <br />Metropolitan Transportation Commission (MTC), entitled the Final RHNA Plan: San Francisco Bay <br />Area, 2023-2031, (RHNA Plan). In addition to accommodating the City’s Regional Housing Needs <br />Allocation (RHNA), this Housing Element Update includes several programs intended to improve the <br />quality of the housing inventory, conserve existing neighborhoods, increase housing affordability, <br />and remove potential governmental and nongovernmental constraints to housing for households of <br />all income levels and needs. <br />In accordance with State law, the City proposes to adopt a General Plan Amendment to update the <br />General Plan’s existing Housing Element, including designating sites and identifying updated goals, <br />policies, and actions, along with revisions to the General Plan Land Use Element to ensure <br />consistency between it and the Housing Element (i.e., updating the General Plan land use plan to <br />expand the inventory of land available for the development of new housing within the city and <br />making text amendments to ensure density ranges for designated projects are consistent with those <br />described in the Land Use Element). <br />The City would also amend the General Plan land use designation and zoning of the sites identified <br />in Table 2-1, as shown in Table 2-9 in Draft Program EIR Chapter 2, Project Description, sufficient to <br />meet the remaining unmet housing need. Compliance with Assembly Bill (AB) 2923 to allow for a <br />minimum density of 75 du/acre and increased height for the Dublin-Pleasanton Bay Area Rapid <br />Transit (BART) station property could require an amendment to the General Plan.
