City of Pleasanton 2023-2031 (6th Cycle) Housing Element Update <br />CEQA Findings of Fact and Statement of Overriding Considerations <br /> <br /> <br />FirstCarbon Solutions 3 <br />Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480022/FOF/21480022 Pleasanton Housing Element FOF.docx <br />Amendments to the Hacienda Planned Unit Development (PUD) Development Plan and the Vineyard <br />Avenue Corridor Specific Plan may be necessary and are addressed programmatically in the Draft <br />Program EIR. <br />To present a conservative analysis of potential environmental impacts, the Draft Program EIR <br />assumes a maximum of 7,787 net new dwelling units. Refer to Chapter 2, Project Description, for a <br />complete description of the Housing Element Update. <br />1.3.2 - Project Objectives <br />State CEQA Guidelines, Section 15124(b), requires that the project description in a Draft Program EIR <br />include “a statement of the objectives sought by the proposed project,” which should include “the <br />underlying purpose of the project.” The underlying purpose of the Housing Element Update is to <br />accommodate the RHNA and increase the inventory of land available for the development of <br />housing compliant with State law and consistent with the General Plan. The following are the <br />primary project objectives for the Housing Element Update: <br />• Provide a vision for housing through 2031. <br />• Maintain the existing housing inventory to serve housing needs. <br />• Meet the City’s fair share of the regional housing need to accommodate projected population <br />growth and meet existing housing needs within the City. <br />• Ensure capacity for development of new housing to meet the RHNA at all income levels. <br />• Encourage housing development where supported by existing or planned infrastructure while <br />maintaining existing neighborhood character. <br />• Encourage, develop, and maintain programs and policies to meet existing projected affordable <br />housing needs, including for special needs populations such as persons with disabilities, <br />seniors, the unhoused, and larger households. <br />• Develop a vision for Pleasanton that supports sustainable local, regional, and State housing <br />and environmental goals. <br />• Provide new housing communities with substantial amenities to provide a high quality of life <br />for residents. <br />• Adopt a housing element that complies with California Housing Element Law and can be <br />certified by the State Department of Housing and Community Development (HCD). <br /> <br />1.3.3 - Required Approvals <br />The City of Pleasanton City Council, as the legislative body, is the approving authority for the Housing <br />Element Update. As part of the approval, the City Council will consider the following discretionary <br />actions: <br />• Adoption of the City of Pleasanton 2023-2031 (6th Cycle) Housing Element Update. <br />• Certify the City of Pleasanton 2023-2031 (6th Cycle) Housing Element Update Program EIR.
