Member Maciel expressed concern about <br />adding parking. <br /> <br />Chair Fields stated the Hacienda Business Park was a swamp, causing sinking. <br /> <br />Todd Nelson, former BPTC member, requested someone at the City look at the process <br />of the project. He expressed concern about continued delays. He indicated support for a <br />protected bike lane with bollards and outside parking. <br /> <br />Steven Dunbar, Bike East Bay, depicted the bike plan and level of traffic stress. He stated <br />asset management was important and indicated support with combining the projects. He <br />urged maximum feasible bike lane width. He suggested measuring specific metrics. <br /> <br />Art Tenbrink asked if consideration had been given to low speed versus high speed e- <br />bikes and if there were regulations in the City on where the faster bikes must go. <br /> <br />Bennie Tschirky discussed the need for parking at the school and indicated support for <br />the proposed parking. He encouraged students riding to school. He indicated support for <br />access to Foothill High School, the bike trail along the canal, and Iron Horse. <br /> <br />Chair Fields asked about motorized bikes and scooters. Officer Wilson stated there were <br />Vehicle Codes restricting speeds and use locations. Traffic Engineer Tassano stated <br />there was no law preventing bicycles on the sidewalk. <br /> <br />Member Piekarski asked the meaning of 35% design. Traffic Engineer Tassano explained <br />the bid process and consultant selection. Member Piekarski stated she was going to <br />propose phases for the bike lane. She discussed SB932. She explained the current traffic <br />and parking conditions past Fairwood Elementary School and proposed adding the bike <br />lane to the plan. She requested 12-inch bollards and a physical separation between the <br />bike lane and pedestrians. Traffic Engineer Tassano asked if she preferred two-feet of <br />separation between bicycles and pedestrians or bicycles and vehicles. Member Piekarski <br />stated she preferred separation between bikes and pedestrians. She requested <br />clarification on the Willow Road intersection. Traffic Engineer Tassano stated he preferred <br />use of the thicker bollards and explained the proposed design. Member Piekarski <br />mentioned concerns about bus stops and street sweepers impacting bike lanes. Traffic <br />Engineer Tassano discussed the possibility of the City purchasing a smaller street <br />sweeper. <br /> <br />Member Maciel reiterated his dislike for concrete islands and opposition to quick fixes. <br />He discussed concerns with electric scooters and bikes. <br /> <br />Chair Fields suggested a pilot project for a portion of the short-term fix area. Associate <br />Traffic Engineer Nelson explained that the bike lane would not be elevated in the quick <br />build phase. Chair Fields expressed concern about safety and encouraged action before <br />a fatality occurred. Traffic Engineer Tassano stated he would ask the consultant for the <br />lost cost.
