Public comment from the audience regarding items not listed on the agenda <br /> <br />None. <br /> <br />MATTERS BEFORE THE COMMITTEE <br /> <br />4. WLP Corridor Plan Update <br /> <br />Associate Traffic Engineer Nelson and Traffic Engineer Tassano presented the history of <br />the West Las Positas Pedestrian and Bicycle Corridor Plan; elements of the plan; and <br />West Las Positas Reconstruction project. <br /> <br />Member Nigro asked about funding. Traffic Engineer Tassano discussed existing and <br />potential grant funding for the project. Member Nigro stated it appeared there was enough <br />funding for design. <br /> <br />Member Piekarski expressed surprise that reconstruction would go from Foothill to Iron <br />Horse Trail. She stated the packet showed a two-way bike lane but the presentation <br />showed a one-way bike lane. Traffic Engineer Tassano stated it would be one lane. <br />Member Piekarski expressed concern with the width of the proposed bike lane. Traffic <br />Engineer Tassano explained the existing 8-foot sidewalk, proposed 6-foot bike lane and <br />potential to widen the bike lane. <br /> <br />Member Nibert asked why Phase 4 was projected to cost more than Phases 1-3 <br />combined. Traffic Engineer Tassano explained that the median had to be reconstructed. <br />In response to Member Nibert, Traffic Engineer Tassano explained the geotechnical <br />report findings. He discussed soil settling causing the road failure and need for <br />reconstruction. He discussed the completion of a similar project in another Bay area city. <br />Member Nibert asked about the reduced cost for the elevated bike lane. Traffic Engineer <br />Tassano discussed cost savings from lack of excavation and road closures. <br /> <br />Member Neff clarified that digging under the sidewalk would not occur. Traffic Engineer <br />Tassano stated digging would occur if an elevated bike path was not built. He explained <br />how sinking would be prevented. Member Neff expressed concern with coupling the two <br />projects. <br /> <br />Member Henry asked about funding. Traffic Engineer Tassano anticipated knowing the <br />full cost at 35% competition at which time a funding strategy would be prepared. <br /> <br />Member Maciel expressed concern with potential settling. Traffic Engineer Tassano <br />explained the current compression at the curb and gutter and proposed excavation. <br />Member Maciel asked if there would be a protected intersection at Willow. Traffic <br />Engineer Tassano anticipated the use of paint, plastic and potential bollards. Member <br />Maciel reiterated his dislike of plastic pylons. He asked about the addition of parking on <br />West Las Positas. Traffic Engineer Tassano discussed the request from the business and
