In 2022, the street closures extended through December. Feedback from the PDA <br /> member survey revealed that about a quarter of respondents were in favor of keeping <br /> the timeframe the same as 2022 (29 percent) or shortening the season (26 percent). <br /> Some comments noted adverse weather during the November and December months, <br /> which affects attendance as well as expressed concern by the retailers that this will <br /> interfere with their ability to maximize shopping during the holiday season. <br /> City staff supports the PDA's collaboration with restaurants and retailers on cross- <br /> promotion marketing, with a shop local approach, and will assist in messaging to the <br /> community. <br /> SUMMARY <br /> As this framework balances equitably supporting the diversity of merchants as well as <br /> engaging the community, while reducing the direct and indirect impacts of the closures <br /> on neighborhoods within and surrounding the downtown, the PDA Board of Directors <br /> requests, and City staff supports, the City Council: <br /> • Approve the framework and estimated expenditures of $54,000 for the 2023 First <br /> Weekends on Main street closure program: <br /> o First weekend of month from May— October <br /> ■ Exception for September 15-17, 2023 <br /> o Street closure: 4:00 pm on Fridays - 9:00 pm on Sunday <br /> o Programing by PDA on Saturdays. <br /> It is anticipated that future street closures related to First Weekends on Main will be <br /> identified in the PDA's annual report to the City Council provided as part of the business <br /> improvement district assessment process, and then formally approved through the <br /> annual agenda report by which the Council approves all citywide street closures. <br /> Submitted by: Fiscal Review: Approved by: <br /> Lisa Adamos Susan Hsieh Gerry Beaudin <br /> Economic Development Manager Director of Finance City Manager <br /> Attachment: <br /> 1.
